Comm, Hinutes--June 20, 1989 272 <br /> <br />Attorney Stewart stated that today the Commission is being asked to <br />advertise and hold a public hearing at which time the merits of this <br />project can be discussed. It was not the intent to hold a public <br />hearing today. <br /> <br />Mr. Wieland stated that there appears to be a perception among the <br />County Commissioners that the project does not belong at the County <br />]eve]. He is aware that MIDA bond financing can be requested on the <br />City or the County ]eve], legally, and stated that the County would <br />hold a public hearing if they felt the project belonged here. The <br />perception is that this is a Fargo project. <br /> MOTION, passed <br /> Mrs. loussaint moved and Mr. Shannon seconded that Cass <br /> County deny the request by Mr. Norman Triebwasser for the <br /> County to give authority to call a public hearing on a <br /> proposal that the County issue municipal revenue bonds <br /> under the Municipal Industrial Development Act for the <br /> reasons stated by Mr. Wie]and. On roll call vote, the <br /> motion carried unanimously. It was the consensus of the <br /> Commission that the Trol]wood Project is a very good one. <br /> <br />4. COURTHOUSE POWER OUTAGE, Update <br />Glenn Ellingsberg from the Sheriff's Department stated that he was <br />approached by Chairman Eckert after the last meeting to review the <br />power situation within the Courthouse. .As far as a back up system <br />for the computers, he stated that he would leave this to the Data <br />Processing Coordinator, and would restrict his remarks to the <br />telephone system this morning. He received a proposal and <br />recommendation from U.S. West Communications to purchase or lease <br />purchase an uninterrupted power source which would provide one-hour <br />of back up power to the telephone system during any power failure. <br />Any subsequent back-up to that could be obtained through the use of <br />a generator. Cost of such a system purchased outright is $8,000. <br />Lease pul"chase is approximately $435/month or about $10,000 over a <br />24-month period. <br /> <br />Mr. Wieland stated that two concerns during a power outage, other <br />than the telephones, are portions of the jail operation and the <br />elevators in the Courthouse. He understood that someone was stranded <br />in the elevator during a recent power outage, and indicated that the <br />maintenarlce department could be instructed to crank down the <br />e]eva'tors when necessary. Mr. Ellingsberg stated that concern about <br />the jail operations should be addressed with the Simplex Company <br />through the Buildings and Grounds Department. He also felt that a <br />problem with the battery packs needing to be recharged or replaced <br />should be the responsibility of the Buildings and Grounds Department. <br />Mr. Shannon suggested that Mr. Sondra]] discuss this with Peterson <br />Mechanical. <br /> <br />Mrs. Toussaint suggested reviewing Mr. Ellingsberg's report and bring <br />it back again, since it was received just today. <br /> <br />5. BRIDGE PROJECT, State Highway Department bid lett~n~ <br />County Engineer'Don Richards reported on a State Highway Department <br />bid letting held ]ast Friday in Bismarck on the bridge project one <br />mile east of Prairie Rose over Rose Coulee south of the new Fargo <br />Centennia] Elementary School, The ]ow bid was submitted by Wanzek <br /> <br /> <br />
