Minutes--March 21, i989 205 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br /> MARCH 21, 1989 <br />I.MEETING TO ORDER <br /> Chairman Don Eckert called the meeting to order with all members <br /> present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon <br /> "Pepper" Toussaint, and Gene Shannon. <br /> <br />2.MINUTES APPROVED <br /> MOTION, passed <br /> Mr. Sondrall moved and Mr. Wieland seconded that the minutes of <br /> the previous meeting be approved as written. However, Mr. <br /> Shannon stated that the minutes need to be amended to reflect the <br /> fact that Mr. Fred Selberg is no longer considered a second <br /> member on the Metropolitan Council of Governments representing <br /> Cass County because Cass County now has only one representative. <br /> Motion carried. <br /> <br />3.ABATEMENT, Stallman Hearing <br /> County Director of Tax Equalization Francis Klein was present for a <br /> hearing on Application for Abatement and Settlement of Taxes #3893 <br /> submitted by Randall and Jane Stallman. MOTION, passed <br /> Mr. Wieland moved and Mr. Sondrall seconded that the <br /> valuation be reduced from $129,640 to $99,000 for the 1988 <br /> tax year on Abatement #3893, as recommended by the Stanley <br /> Township Board and the Director of Equalization. On roll <br /> call vote, the motion carried unanimously. <br /> <br />4.CHILD SUPPORT, Travel <br /> Bonnie Johnson requested permission for out of state travel for <br /> herself and staff attorney to attend a conference on current child <br /> support obligations and Family Support Act matters at an estimated <br /> cost of $1,400.00 to be paid from her travel line item. MOTION, passed <br /> Mr. Shannon moved and Mr. Sondrall seconded that Bonnie <br /> Johnson and Mark Boehning of the Regional Child Support <br /> Enforcement Unit be granted permission for out of state <br /> travel to attend the National Child Support conference set <br /> for May 10-12, 1989, in Arlington, Virginia. On roll call <br /> vote, the motion carried unanimously. <br /> <br />5.METRO COG, River snagging <br /> Steve Zaiser from the Fargo-Moorhead Metropolitan Council of <br /> Governments was ~present to discuss financing of a snagging and <br /> clearing project on the Red River from 12th Avenue North to Cass <br /> County Road 20, which will be a joint venture between the Corps of <br /> Engineers and local jurisdictions. He stated that the Southeast Cass <br /> Water Resource District has agreed to contribute $25,000 of a total <br /> local match of approximately $60-70,000. Mr. Zaiser stated that if <br /> the local jurisdictions do not like the funding formula, which is yet <br /> to be adopted, they may back out of the Project. Mr. Wieland felt <br /> that the Southeast Cass Water Resource District is the appropriate <br /> agency to pay Cass County's share entirely. <br /> <br /> <br />
