192 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />FEBRUARY 14, 1989 <br /> <br /> Chairman Don Eckert called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon <br />"Pepper" Toussaint, and Gene Shannon. <br /> <br /> Mr. Wieland moved and Mr. Shannon seconded that the minutes of the <br />previous meeting be approved as corrected. Motion carried. <br /> <br /> Upon the recommendation of States Attorney Robert Hoy, Mr. Wieland <br />moved and Mr. Sondrall seconded that the Chairman be authorized to <br />sign a Stipulation For Payment of Taxes Under Protest for Riverview <br />Place, Inc., to be filed with the County Treasurer. On roll call vote, <br />the motion carried unanimously. <br /> <br /> Carl Altenbernd from the Lake Agassiz Regional Council stated that <br />this is {he time and place advertised for a public hearing on the <br />application for Community Development Block Grant loan funds for <br />Tri-Line Transportation, Inc., and he introduced owners Paul Schumacher <br />and Ted Wormer. Mr. Altenbernd stated that this is a building project <br />which will create eleven new jobs. Questions were asked by members of <br />the Commission, and the Chairman asked for any comments from the <br />audience. Hearing none, the public hearing was closed. Mr. Sondrall <br />moved and Mr. Shannon seconded that the Cass County Commission <br />authorize the submittal of an application for Community Development <br />Block loan funds on behalf of Tri-Line Transportation, Inc. On roll <br />call vote, the motion carried unanimously. <br /> <br /> Bonnie Johnson appeared before the Board as a member of the <br />Courthouse Art Committee. She introduced Mr. Doug Scraper, Boerth's <br />Frame and Mirror, who presented artwork "LIFE IN THE VAST LANE", <br />which is a Centennial print depicting life in North Dakota. Mr. Wieland <br />moved and Mr. Sondrall seconded to accept this generous gift on <br />behalf of Cass County and its citizens. Motion carried. <br /> <br /> The Chairman reported that County Engineer Don Richards is <br />out of town, and the item concerning his memo on Sheyenne Diverion/Cass <br />County Road Conflicts will be delayed until he returns. <br /> <br /> County Accountant Mike Montplaisir'presented a letter to the <br />Commission along with financial statements for 1988. He recommended <br />improving the budget process, and that the Commission begin reviewing <br />the budget earlier than in the past. Mr. Shannon moved and Mr. Wieland <br />seconded that Mike Montplaisir prepare for the Commission a draft <br />resolution so that it is received prior to the March 7th meeting, in <br />which he would detail his step by step recommendations for the 1990 <br />budget process, including a time line, so that the Commission can <br />consider it for adoption at that time. Motion carried. <br /> <br /> Mr. Sondrall moved and Mrs. Toussaint seconded to approve the <br />application for a raffle permit, for the Kindred Lions Club on the date <br />of April 1, 1989, at the Kindred Public School. On roll call vote, the <br />motion carried unanimously. <br /> <br /> <br />
