1'93 <br /> <br /> Rainer Lobitz from the Cass County Social Services Department <br />appeared before the Board with a request for a new position in Child <br />Protection Services. The County Social Service Board approved the <br />request at their meeting on February 13th. This would be a Social <br />Worker III in Pay Grade 25, salary range of $1,707-$2,656 per month. <br />He stated that this additional position is needed because the present <br />case load is above the State limits. Mr. Shannon asked if the position <br />would be eliminated if the case load decreases, and Mr. Lobitz stated <br />that if the position is brought about by an increase in investigations, <br />he would assume that it would be eliminated if the investigations <br />decrease. Mr. Sondrall moved and Mrs. Toussaint seconded to grant the <br />request for a new position in the Child Protection Services, as <br />requested above. On roll call vote, the motion carried unanimously. <br /> <br /> Bob Black from Eide Helmeke Company gave a presentation on the <br />final report of the wage and salary study which was recently completed. <br />He reviewed the assumptions on which the rpeort was conducted and <br />the recommendations in the final report. He felt that the County <br />could save $25,000-$50,000 by adopting the recommendation on comp time/ <br />overtime, and he suggested contacting the Fair Labor Standards Office <br />concerning this decision. He stated that the County has made an <br />investment in developing this sytem and will need a group to monitor <br />and maintain this system. This is basically the Personnel Department <br />which is composed of a Personnel Assistant with the overall supervision <br />by the Director of Administrative Services. He stated that the program <br />is designed so that it is flexible enough to be implemented in any way <br />which the Commission feels is necessary to benefit the County. <br /> <br /> In answer to Mr. <br />stated <br />system <br />stated <br />Social <br />merit <br /> <br /> Shannon's question on Social Services, Mr. Black <br />that Social Service employees are currently graded by the State <br />but the County is funding and making salary decisions. He <br />that it is somewhat awkward at present. Tom Jensen, County <br />Services Director, stated that his employees are on the State <br />system by Federal law. Mr. Shannon stated that from a <br /> <br />management point of view, this is not a good situation to have. He <br />feels the County needs to take a look at it. Mr. Jensen asked that the <br />salary situation in his department be reviewed in comparison to County <br />salaries. Mr. Black stated that the County Personnel Department has <br />that information and can make those comparisons. Mrs. Toussaint <br />asked the Personnel Department to make the comparisons, and forward it <br />to the appropriate subcommittee on the policy manual review. <br /> <br /> Hearing no further comments, the Chairman thanked Mr. Black for <br />his report. Mr. Black stated that he would be happy to assist if there <br />is something more that the Commission needs help with. <br /> <br /> Mrs. Toussaint moved and Mr. Wieland seconded that the Chairman <br />and Auditor be authorized to sign a County Deed for the sale of Lot 301 <br />and south 20' of Lot 302, North Broadway, City of Fargo, to First <br />Federal Savings. On roll call vote, the motion carried unanimously. <br /> <br /> Mrs. Toussaint moved and Mr. Sondrall seconded that the Chairman <br />be authorized to sign the salary and pay grade form for Char Burnside <br />to replace .Jo Winefeldt in the A6ditor's Office.
