173 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />JANUARY 10, 1989 <br /> <br /> Chairman Don Eckert called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon <br />"Pepper" Toussaint, and Gene Shannon. <br /> <br /> Mr. Sondrall moved and Mr. Shannon seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Discussion was held on 1989 portfolio and committee assignments <br />drafted by Chairman Eckert. <br /> <br /> Mr. Wieland moved and Mr. Shannon seconded to accept the <br />resignation of R.J. Klinkhammer of Casselton from the County Social <br />Services Board effective on this date. Motion carried. <br /> <br /> Mr. Sondrall submitted the name of Lila Loucks for possible <br />appointment to the County Social Services Board. The Chairman asked <br />if the Commission would want to appoint a second Commissioner since <br />Jeannette Stanton and Ray Larson, who serve on the Social Services <br />Board, are no longer County Commissioners. Jeannette Stanton was <br />present and encouraged the Commission to appoint a second County <br />Commissioner because of the size and complexity of the Social Service <br />budget. <br /> <br /> Mr. Shannon moved and Mr. Wieland seconded that Commissioner <br />Toussaint be appointed to the County Social Services Board to fill <br />the vacancy caused by the resignation of R.J. Klinkhammer for a term <br />to expire July 31, 1991. In answer to a question from Mr. Shannon, <br />States Attorney Robert Hoy stated that Social Service Board members <br />can be removed by joint resolution of the County Commission and the <br />State Human Services Department. At the call for the question and <br />upon roll call vote, the motion carried unanimously. <br /> <br /> Bonnie Johnson, Regional Child Support Enforcement Director, <br />appeared before the Board in accordance with Section 2.3 of the <br />County Personnel Policy Manual, which requires department heads and <br />elected officials to obtain approval of the County Commission to hire <br />or replace -an employee. The position of Investigator in her <br />department was vacated as of last Friday. <br /> <br /> Mrs. Toussaint moved and Mr. Shannon seconded that in order to <br />prevent delay, a new policy be established that would enable <br />department heads and elected officials to replace personnel without <br />addressing the Commission but to report all replacements to Sandra <br />Brumfield in the Personnel Department. Discussion followed in which <br />Mr. Wieland stated that the policy was adopted primarily to assure <br />that the Commission receives notice of staff replacements and to <br />allow for a review of the position. Mrs. Toussaint felt this is a <br />responsibility of the department head, and she stated that the <br />Commission should receive a report from the Personnel Office on all <br />of the changes every one to two weeks. Mr. Shannon felt the <br />Commission has an opportunity to review positions annually at budget <br />time. At the call for the question and upon roll call vote, the <br />motion carried with Mr. Sondrall, Mrs. Toussaint, and Mr. Shannon <br /> <br /> <br />
