174 <br /> <br />voting "Aye"; Mr. Wieland and Mr. Eckert opposing. A fifteen day <br />notice of proposed changes in personnel policy must be posted for <br />comments and suggestions before the change becomes effective. <br /> <br /> Bonnie Johnson stated that she contacted Sandra Brumfield, <br />Personnel Technician, and was assisted with the preparation of a job <br />advertisement for in-house applicants. A candidate who has ten years <br />of investigative experience with the County Sheriff's Department was <br />selected by Bonnie Johnson, but the pay grade of investigator in her <br />department is below that of the investigator for the Sheriff's <br />Department. She requested the County Commission to authorize a <br />lateral transfer of Deputy Dean Wawers from the Sheriff's Department <br />to the Child Support Enforcement Office. She stated that she <br />contacted her funding sources, other than Cass County, and was <br />assured there are adequate funds to make this transfer. The cost to <br />Cass County would be $1,200.00. Bonnie Johnson was informed by Bob <br />Black, who is conducting a salary survey in Cass County, that his <br />recommendation for the position of investigator in her department is <br />a salary range of $21,300-$28,800, and Mr. Wawers present salary is <br />within this range. <br /> <br /> Discussion led to procedures on advertising for positions to be <br />filled in the County, and Sandra Brumfield stated that she informed <br />Bonnie Johnson that it was not necessary to advertise through Job <br />Services since she posted notice of the vacancy in-house. If Bonnie <br />Johnson had not found a qualified applicant in-house, then she would <br />have to advertise outside. Minimum qualifications must be met by an <br />individual. Miss Brumfield stated that this procedure follows what <br />the County has done in the past and what the Commission approved <br />approximately in May, 1988; and it is consistent with State policy <br />as well. Mr. Eckert felt that in the past, the Commission required <br />notification of job openings to the North Dakota Job Services office. <br /> <br /> Mr. Sondrall moved and Mrs. Toussaint seconded to approve the <br />transfer for Investigator Dean Wawers from the Sheriff's Department <br />to the position of investigator for the Regional Child Support <br />Enforcement Office at his existing salary of $27,740.00 annually. <br />The Chairman called for further discussion, and Sheriff Don Rudnick <br />was asked to express his opinion on losing an employee. He stated <br />that it will be difficult to replace Mr. Wawers, but he would not <br />prevent an employee from improving their job situation. Mr. Wieland <br />stated that he objects to the fact that the position was not <br />advertised outside of the CoUrthouse. At the call for the question <br />and upon roll call vote, the motion carried with Mrs. Toussaint, <br />Mr. Shannon, and Mr. Sondrall voting "Aye"; Mr. Wieland and <br />Mr. Eckert opposing. <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded to adopt Resolution <br />#1989-1 for veterans tax exemptions for 1988 real estate taxes <br />according to the list provided by John Meyer, Veterans Service <br />Officer.
