173

REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS

JANUARY 10, 1989

Chairman Don Eckert called the meeting to order with all members
present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon
"Pepper" Toussaint, and Gene Shannon.

Mr. Sondrall moved and Mr. Shannon seconded that the minutes of
the previous meeting be approved as written. Motion carried.

Discussion was held on 1989 portfolio and committee assignments
drafted by Chairman Eckert.

Mr. Wieland moved and Mr. Shannon seconded to accept the
resignation of R.J. Klinkhammer of Casselton from the County Social
Services Board effective on this date. Motion carried.

Mr. Sondrall submitted the name of Lila Loucks for possible
appointment to the County Social Services Board. The Chairman asked
if the Commission would want to appoint a second Commissioner since
Jeannette Stanton and Ray Larson, who serve on the Social Services
Board, are no longer County Commissioners. Jeannette Stanton was
present and encouraged the Commission to appoint a second County
Commissioner because of the size and complexity of the Social Service
budget.

Mr. Shannon moved and Mr. Wieland seconded that Commissioner
Toussaint be appointed to the County Social Services Board to fill
the vacancy caused by the resignation of R.J. Klinkhammer for a term
to expire July 31, 1991. In answer to a question from Mr. Shannon,
States Attorney Robert Hoy stated that Social Service Board members
can be removed by joint resolution of the County Commission and the
State Human Services Department. At the call for the question and
upon roll call vote, the motion carried unanimously.

Bonnie Johnson, Regional Child Support Enforcement Director,
appeared before the Board in accordance with Section 2.3 of the
County Personnel Policy Manual, which requires department heads and
elected officials to obtain approval of the County Commission to hire
or replace -an employee. The position of Investigator in her
department was vacated as of last Friday.

Mrs. Toussaint moved and Mr. Shannon seconded that in order to
prevent delay, a new policy be established that would enable
department heads and elected officials to replace personnel without
addressing the Commission but to report all replacements to Sandra
Brumfield in the Personnel Department. Discussion followed in which
Mr. Wieland stated that the policy was adopted primarily to assure
that the Commission receives notice of staff replacements and to
allow for a review of the position. Mrs. Toussaint felt this is a
responsibility of the department head, and she stated that the
Commission should receive a report from the Personnel Office on all
of the changes every one to two weeks. Mr. Shannon felt the
Commission has an opportunity to review positions annually at budget
time. At the call for the question and upon roll call vote, the
motion carried with Mr. Sondrall, Mrs. Toussaint, and Mr. Shannon
