51 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />APRIL 19, 1988 <br /> <br /> Chairman Don Eokert called the meeting 'to order with ail members <br />present as follows: Oscar Sondralt, Jeannette Stanton, Ray Larson, <br />Alon Wieland and Don Eokert. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Glenn Ellingsberg, Cass County Emergency Manager, presented <br />copies of Governor George Sinner's Executive Order 1988-1, <br />Proclamation, and News Release regarding Statewide burning <br />restrictions. Mrs. Stanton moved and Mr. Larson seconded that Cass <br />County support Governor Sinner's proclamation to ban burning. Motion <br />oat'tied. <br /> <br /> Sheriff Don Rudniok appeared before the Board regarding wage <br />adjustments and a staffing analysis. Chairman Eokert stated that the <br />salary study which the Commission approved has not been completed as <br />yet. Mr. Larson suggested beginning the second half of the study, <br />which would be staffing analysis, even before the first half is <br />completed. Sheriff Rudniok stated that he could provide the <br />Commission with staffing requirements for his department but <br />questioned if it would be acceptable to the Commission. Mr. Wieland <br />stated that the Cass County Report talks about a staffing analysis <br />for the Sheriff's Department, and it was suggested that cost <br />estimates be obtained for the next meeting. <br /> <br /> Sheriff Don Rudniok stated 'that the Commission should <br />again consider implementing the 9ii emergency telephone system for <br />rural Oass County. Mrs. Stanton suggested that the Chairman talk <br />with the States Attorney about placing this on the fall election <br />ballot, and Glenn Ellingsberg stated that he has been attending <br />meetings on this topic and will put together some information for the <br />Commission within the next 50 days. <br /> <br /> Sheriff Rudniok informed the Commission that the Juvenile <br />Detention Center has been over' capacity the past two weekends, and he <br />will need to look at some alternate housing. <br /> <br /> Richard Offutt, Director of Administrative Services, re-wrote <br />the County's storm leave policy. Mr. Wieland moved and Mrs. Stanton <br />seconded that the revised storm leave policy be posted for comments <br />from employees and department heads, to be reviewed by the Commission <br />three weeks 'from today. Motion carried. <br /> <br /> County Engineer Don Richards presented copies of correspondence <br />to bring the Commission up to date on the bridge situation in Stanley <br />Township between Sections 25-24. He asked for some disposition of a <br />proposal drafted last fall by himself and States Attorney Robert Hoy <br />concerning responsibilities of the County to townships on bridges and <br />culverts. <br /> <br /> <br />
