45 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />APRIL 5, 1988 <br /> <br /> Vice Chairman Jeannette Stanton called the meeting to order with <br />four members present as follows: Oscar Sondrall, Alon Wieland, Ray <br />Larson, and Jeannette Stanton. Chairman Don Eckert was absent. <br /> <br /> Mr. Larson moved and Mr. Sondrall seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> A hearing was held on Application for Abatement and Settlement <br />of Taxes submitted by the Association for Retarded Citizens of Cass <br />County for the years 1987 and 1988 for property located in the City <br />of Fargo. Clarence Miller, County Director of Tax Equalization, <br />stated that the property is owned by a private individual and is <br />leased to the Association for Retarded Citizens, who use it for the <br />operation of a thrift store. Mr. Miller stated that the Courts have <br />ruled that in order for property to be tax exempt, it must be owned <br />and used by the organization in carrying out its charitable purposes. <br />Mr. Larson moved and Mr. Sondrall seconded that abatement <br />#3866 submitted by the Association for Retarded Citizens be denied <br />in accordance with the recommendation of the County Director of Tax <br />Equalization. On roll call vote, the motion carried unanimously. <br /> <br /> Mr. Jim Berglie, Director of the Community Survival Program, <br />reported that a committee of Social Service board members recommended <br />rental of office space at First Avenue North and University Drive <br />for operation of the Community Survival Program, which must move from <br />its present location. Mr. Berglie stated that a proposed lease <br />agreement is being reviewed by the Cass County States Attorney. <br />Mr. Larson asked that Cass County not be obligated in the lease <br />agreement if the Community Survival Program is operated other than by <br />the County Social Services. Mr. Wieland asked that the lease <br />agreement provide for a minimum of 90 days or preferably 120 days <br />renewal option. Mr. Wieland moved and Mr. Sondrall seconded to <br />approve the commitment of County Social Services to enter into a <br />three-year lease for the Community Survival Program under the terms <br />and conditions that have been described, subject to approval of the <br />States Attorney. On roll call vote, the motion carried unanimously. <br /> <br /> Mr. Larson moved and Mr. Wieland seconded that Vouchers No. <br />84132 through No. 85034 be approved and ordered paid. On roll call <br />vote, the motion carried unanimously. <br /> <br /> Mr. Sondrall moved and Mr. Wieland seconded to receive and file <br />a letter from Federal Beef Processors, Inc. regarding the absence of <br />warning lights at the railroad crossing on the county road north of <br />the stockyards; and that the letter be referred to County Engineer <br />Don Richards. Motion carried. <br /> <br /> Mr. Wieland moved and Mr. Larson seconded to contribute $200.00 <br />to the Cass County Extension Department to help fund video taping of <br />the Youth Health Conference to be held in Fargo on April 25, 1988. <br />On roll call vote, the motion carried unanimously. <br /> <br /> <br />
