46 <br /> <br /> Mr. Wieland moved and Mr. Larson seconded to adopt the <br />Proclamation for "Youth Health Week" being April 24-30, 1988. Motion <br />carried. <br /> <br /> Sandra Brumfield, Personnel Technician, proposed a memo to <br />department heads and county employees outlining personnel records <br />procedures. Members of the Commission requested additional time to <br />review the information. <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded to receive and file <br />a letter from the City of Fargo Director of Public Works concerning <br />Street Rehabilitation Improvement District No. 3972 involving curb <br />and gutter assessment on 9th Street South from 2nd to 3rd Avenues. <br />Motion carried. <br /> <br /> A letter was received from the Stanley Township Board of <br />Supervisors requesting a meeting with the Cass Gounty Commissioners <br />concerning the bridge that is closed between Sections 23-24. <br />Mr. Wieland will respond to the letter and coordinate a meeting <br />between the County and area residents. <br /> <br /> A bid opening was held at 10:00 AM for Cass County environmental <br />systems and fire safety equipment maintenance. The following bids <br />were received based upon an annual contract: <br /> <br />Peterson Mechanical, Inc. <br />Honeywell <br />Robert Gibb & Sons, Inc. <br />Johnson Controls <br /> <br />$18,048 <br />$14,976 <br />$25,896 <br />$22,959 <br /> <br /> Mr. Larson moved and Mr. Wieland seconded to refer the bids <br />to Richard Offutt, Director of Administrative Services, for <br />evaluation and recommendation. Motion carried. <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded to adopt the <br />recommendation of the Personnel Technician for personnel records <br />procedure with the inclusion of the following: that all employees <br />read and sign the policy manual, and that the Personnel Technician <br />meet with department heads to review the policy with them. Motion <br />carried. <br /> <br /> Upon the request of Glenn Ellingsberg, Cass County Safety <br />Manager, Mr. Wieland moved and Mr. Larson seconded to grant interim <br />approval of the safety policy and worker's right to know policy to be <br />incorporated into the County policy manual. Motion carried. <br /> <br /> Mr. Larson moved and Mr. Sondrall seconded to authorize Glenn <br />Ellingsberg to join the North Dakota Safety Council for a membership <br />fee of $85.00 to be paid from the County Contingency Fund. On roll <br />call vote, the motion carried unanimously. <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded to adopt Resolutions <br />#1988-7 and 1988-8 regarding Natural Disaster and Nuclear Emergency <br />Operations Plans. Motion carried. <br /> <br /> <br />
