47 Upon the written request of Sheriff Don Rudnick, Mr. Wieland moved and Mr. Larson seconded to grant approval for out of state travel for Glenn Ellingsberg to attend a training school in Emmitsburg, Maryland on April Z§-Z9, 1988 and for Carlos Perez to attend a training school in Longmont, Colorado on April 18-22, 1988. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mr. Sondrall seconded to receive and file copies of letters from the Chairman of the Judicial Nominating Committee to Governor George Sinner, to Chief Justice Ralph Erickstad and to Charles Feste, President of the State Bar Association, regarding replacement of County Judge in Cass County Court. Motion carried. Mr. Wieland moved and Mr. Sondrall seconded to receive payment from the Community Action Agency Head Start Program for one year's rental of the County property located at 57-11th Avenue North, Fargo; and to receive and file the signed lease agreement. Motion carried. Mr. Wieland moved and Mr. Larson seconded that a packet of information be prepared for architects and financial companies regarding financing a proposed joint law enforcement center. Mrs. Stanton requested that the Administrative Assistant prepare the information for the Commission to review. Motion carried. Mr. Wieland moved and Mr. Sondrall seconded to receive and file and authorize Vice Chairman Stanton to sign the Salary and Pay Grade Form for Denise McCollum to work as Probate Clerk in County Court in Pay Grade 3 to replace Stephanie Thompson who made a lateral move to work in the Criminal Department. Motion carried. Concerning written findings for denial of Round Hill incorporation, the matter will be placed on the agenda for next week. Commissioner Larson requested that Administrative Assistant Diana Murack research records of the four Water Resource Districts and determine the amount of money spent on all engineering projects, all attorney fees and how much money was paid to the managers of the water resource districts for a period of two years. Mrs. Stanton asked that she contact the States Attorney for his opinion on combining the four districts into one. Mr. Wieland moved and Mr. Sondrall seconded to receive and file the semi-annual Statement of Condition of Finances as of December 31, 1987 for the Southeast Cass, Rush River, Maple River and North Cass Water Resource Districts. Motion carried. A letter from Sheriff Don Rudnick regarding storm leave policy was referred to Diana Murack, and she suggested that the Personnel Technician be present next week for discussion on storm leave policy.
