40 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />MARCH 29, 1988 <br /> <br /> Chairman Don Eokert called the meeting to order with all members <br />present as follows: Jeannette Stanton, Oscar Sondrall, Alon Wieland, <br />Ray Lanson and Don Eokert. <br /> <br /> Mr. Lanson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Richard Offutt, Director of Administrative Services, appeared <br />before the Board with a proposal for- installation of markers for the <br />center- of the Courthouse Memorial Plaza, at a total cost of $6,648.00 <br />from Dakota Monument. He stated that $6,200 has been contributed <br />from veterans organizations toward this project. Mr. Wieland moved <br />and Mr. Lanson seconded that the County proceed with ordering markers <br />recognizing the four major conflicts to be placed in the center of <br />the Courthouse Memorial Plaza at a cost of $6,848.00. On roll call <br />vote, the motion carried unanimously. <br /> <br /> Mrs. Stanton moved and Mr. Sondrall seconded to approve the <br />purchase of additional furniture as outlined by the Director of <br />Administrative Services for the County Court, Clerk of District <br />Court, Treasurer, and miscellaneous at a cost of $12,500.00 to be <br />paid from the County Contingency Fund. On roll call vote, the motion <br />carried unanimously. <br /> <br /> Richard Offutt stated that at the February 25, 1988, <br />Commission meeting he was asked to suggest a firm to review the <br />County salary schedule. /his will include review of the current <br />county job classification system, review of the classification of <br />positions for the purposes of payment of overtime for <br />exempt/non-exempt according to wage and hour laws, review of all <br />county employees to determine if their classification should change, <br />and review of salary ranges within each of 'the grade levels. <br /> <br /> Mr. Offutt received a proposal from Eide Helmeke & Co. in the <br />amount of $12,000, plus any out of pocket expenses they would incur. <br />Mr'. 8ob Black from Eide Helmeke & Co. indicated that they do not <br />anticipate any such expenses unless some traveling or- fees for' some <br />type of study would be required. A proposal was also received from <br />Charles 8ailly and Company in the amount of $21,500-$23,500 plus any <br />out of pocket expenses. They did not anticipate any such expenses, <br />however. Mr. Offutt stated that they indicated that 'they would use <br />a consulting firm from Michigan and their proposal would include <br />travel expenses for that individual. <br /> <br /> Mrs. Stanton moved and Mr. Larson seconded to authorize the <br />Director of Administrative Services to hire Eide Helmeke & Co. to do <br />a study as outlined by Richard Offutt at a cost of $12,000. <br />Mr. Sondrall questioned the need for this type of expenditure, and <br />Mr. Offutt stated that the County currently does not have anyone who <br />is that technically qualified to look into the salary ranges for <br />County employees. Mrs. Stanton asked who on the County level will be <br />involved in this, and Mr. Offutt stated that basically the work will <br /> <br /> <br />
