28 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />MARCH 1, 1988 <br /> <br /> Chairman Don Eckert called the meeting to order with all <br />members present as follows: Jeannette Stanton, Ray Larson, Oscar <br />Sondrall, Alon Wieland and Don Eckert. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> The Chairman of the Southeast Cass, North Cass, Rush River and <br />Maple River Water Resource District Boards appeared at the <br />request of the Cass County Commission regarding their annual <br />budgets. Attorney Daniel Twichell was also present, and he spoke on <br />behalf of all four of the Water Resource Districts. He stated that <br />in the future the County Commission will receive a letter notifying <br />them when the budgets have been filed with the County Auditor. <br />Commissioners Stanton and Larson asked questions about Board members <br />per diem, attorneys and engineering fees, and salary increases of <br />the Secretary-Treasurer. Mrs. Stanton requested additional time to <br />review the 1988 budgets of the Water Resource Districts. <br /> <br /> Upon the request of Alvin Johnson, Mrs. Stanton moved and <br />Mr. Sondrall seconded that County Social Services be authorized to <br />hire staff replacement for an Eligibility Specialist in pay <br />grade 17, salary range of $1,161-$1,759 per month. Mr. Wieland <br />asked what the salary of the new employee would be, and Mr. Johnson <br />anticipated $1,300-$1,400 per month. On roll call vote, the motion <br />carried unanimously. <br /> <br /> Concerning replacement of the County Director of Tax <br />Equalization, Mr. Eckert requested Commissioners Stanton and Wieland <br />to review the job description provided by Clarence Miller. <br />Mr. Wieland requested Administrative Assistant Diana Murack to <br />review the North Dakota Century Code in this regard. <br /> <br /> Due to the loss by fire of a County Shop building at <br />Argusville and the loss of a motor grader which Cass County was <br />leasing from the Butler Machinery Company, County Engineer Don <br />Richards reported that the County's insurance carrier has settled <br />the claim. Upon the recommendation of Don Richards, Mr. Larson <br />moved and Mr. Wieland seconded that the Chairman be authorized to <br />sign over a check from the insurance company to Butler Machinery <br />Company to settle their claim on the motor grader, and that the <br />County receive a check from Butler Machinery Company to cover the <br />loss on the building. On roll call vote, the motion carried <br />unanimously. <br /> <br /> The County Engineer reported that a bid letting will be held <br />in Bismarck on March 25, 1988, for Cass County's 1988 Federal Aid <br />projects. He also informed the Commission that members of his <br />department will be attending meetings within the State during the <br />month of March. <br /> <br /> <br />
