Deb Dahlsing from Blue Cross-Blue Shield was present to <br />discuss health insurance coverage. Presently, employees of the Red <br />River Valley Fair Association and the secretary-treasurer of the <br />Water Resource District Boards are covered under the County's <br />self-insurance plan, but their salary is not paid by Cass County. <br />Ms. Dahlsing stated that once you begin to add separate entities to <br />the County group, you are taking the risk that the group you are <br />adding could be high claims users. Mr. Larson moved and <br />Sondrall seconded that Cass County will provide health insurance <br />coverage only to persons that are paid directly by Cass County <br />beginning July 1, 1988. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Mrs. Stanton moved and Mr. Sondrall seconded that a letter be <br />sent to persons who are not paid by Cass County but who are <br />covered under the County's self-insurance plan stating that they <br />will not be covered after July 1, 1988; and suggesting that they <br />contact Deb Dahlsing at Blue Cross-Blue Shield. Motion carried. <br /> <br /> Dorothy Howard, Clerk of District Court, appeared <br />before the board to request permission to hire staff replacement in <br />pay grade 4 at a salary of $950-$1050 per month. Mr. Larson moved <br />and Mrs. Stanton seconded that she be authorized to hire staff <br />replacement in the Child Support Division in pay grade 4 for an <br />employee who has resigned effective March 9, 1988. On roll call <br />vote, the motion carried unanimously. <br /> <br /> Dorothy Howard stated that she has gone to the Salary Review <br />Committee meetings requesting salary adjustments within her <br />department. She has requested that employees in her office in pay <br />grade 2 be raised to pay grade 4 due to changing the work structure. <br />According to a handout from Ms. Howard, Mr. Wieland noted that she <br />is proposing changes for everyone in her department. He requested <br />that she provide the Commission with past and present job <br />descriptions and an organizational chart. Mr. Eckert noted that he <br />received a letter from the Chairman of the Salary Review Committee <br />recommending that all pay grades 2 and 3 be changed to pay grades 4 <br />on the County pay scale. The letter was referred to Mrs. Stanton. <br /> <br /> Upon the written request of Deanna Kensrud, Register of Deeds, <br />Mr. Wieland moved and Mr. Sondrall seconded to approve the request <br />for staff replacement due to the resignation of Diane Togstad <br />effective March 11, 1988, in pay grade 4 at a salary not to exceed <br />$1,000 per month. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Richard Offutt, Director of Administrative Services, appeared <br />before the Board at this time at the request of Mrs. Stanton, since <br />the Commission has been discussing numerous personnel matters. <br /> <br /> County Court Judge Cynthia Rothe appeared before the Board <br />with a request for approval to hire staff replacement for Kathy <br />Eisinger, who resigned effective February 29, 1988. She requested <br />permission to change the pay grade from 2 to a pay grade 4 for this <br />position of clerk in the criminal division, and she requested other <br />salary adjustments in her department.
