22 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />FEBRUARY 16, 1988 <br /> <br /> Chairman Don Eokert called the meeting to order with all <br />members present as follows: Oscar Sondrall, Jeannette Stanton, Ray <br />Larson, Alon Wieland and Don Eckert. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br /> <br /> Upon the recommendation of Richard Offutt, Director of <br />Administrative Services, Mr. Sondrall moved and Mrs. Stanton <br />seconded to approve payment to Architects Clark Holman and Moorhead <br />in the amount of $12,157.45 from Capital Projects. On roll call <br />vote, the motion carried unanimously. <br /> <br /> Richard Offutt requested approval to proceed with re-writing <br />the County personnel policies and procedure manual. He would work <br />with Administrative Assistant Diana Murack and with the newly <br />appointed Personnel Assistant, who began work today. He also <br />requested permission to hire Mr. Bob Black of Eide Heimeke at a cost <br />of about $2,500 to assist in a supervisory role. Mrs. Stanton moved <br />and Mr. Larson seconded to grant approval for proceeding with <br />re-writing the County personnel policies and procedures manual, and <br />to hire Mr. Bob Black to assist in the review at a maximum cost of <br />$2,500.00. Before the vote, Mr. Wieland asked that a draft of the <br />manual be given to the committee that prepared the last personnel <br />policies manual, or to a similar committee; and he stated that he <br />understands the draft would then be referred to a personnel-type <br />attorney for input. At the caii for the question and upon roil caii <br />vote, the motion carried unanimously. <br /> <br /> Mrs. Stanton moved and Mr. Wieland seconded that Richard Offutt <br />be authorized to purchase 16 additional telephone ports at a cost of <br />$5,000.00. On roll call vote, the motion carried unanimously. <br /> <br /> Mrs. Stanton moved and Mr. Sondrall seconded that Cass County <br />enter into a maintenance contract with AT&T Company for one year at <br />a cost of $6,180.00. On roll call vote, the motion carried <br />unanimously. However, Mr. Wieland stated that he is concerned that <br />some of the equipment is in need of repairs since it is only about <br />three years old. Mrs. Stanton suggested that Mr. Offutt review the <br />purchase contracts on the telephone equipment. <br /> <br /> Mr. Wieland moved and Mrs. Stanton seconded that the County <br />advertise and receive bids for environmental systems and fire safety <br />equipment maintenance. Motion carried. <br /> <br /> Mr. Offutt was instructed to install a narrow strip of cork for <br />the purpose of displaying maps in the Commission Room and to obtain <br />a firm price on different sizes of white board to be installed in <br />the Commission Room also. <br /> <br /> <br />
