23 <br /> <br /> Mr. Eckert stated that a meeting was held on February 10, 1988 <br />at the Juvenile Justice Center with all entities involved in the tax <br />increment error. He gave each Commissioner an opportunity to <br />express their views today before calling for a vote on what action <br />the Commission should take in the matter. Mr. Larson moved and Mr. <br />Wieland seconded to authorize the Chairman to sign the necessary <br />papers to turn in a claim to the North Dakota Insurance Reserve <br />Fund, under the supervision of States Attorney Robert Hoy, for <br />claims sought by the City of Fargo, the Fargo School District and <br />the Fargo Park District on the tax increment error. On roll call <br />vote, the motion carried unanimously. <br /> <br /> Mrs. Stanton noted that the budgets of the four Water Resource <br />Districts have not been approved by the County Commission, as <br />required by State law. The budgets were submitted to the County <br />Auditor, but the Cass County Commission needs to approve their <br />budgets by resolution each year. Mr. Larson also brought up a <br />matter on the selection of an engineering firm for the proposed <br />southside sewer project. Mr. Eckert stated that the procedure that <br />was followed was recommended by the State Health Department. Mrs. <br />Stanton moved and Mr. Larson seconded that the Chairmen of the four <br />Water Resource Districts in Cass County be requested to attend the <br />Commission meeting on March 1, 1988 to explain their budgets. <br />Motion carried. Mr. Sondrall feels there should be only one water <br />resource district, and Mr. Wieland was in agreement. <br /> <br /> Upon the recommendation of County Engineer Don Richards, Mr. <br />Larson moved and Mr. SondraIi seconded to aiiow the Oity of <br />Briarwood to receive 1986 pothole and street repair funds in the <br />amount of $624.00. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Mr. Sondrall moved and Mrs. Stanton seconded to approve payment <br />of $1,515.00 to the City of Mapleton from their pothole and street <br />repair fund. On roll call vote, the motion carried unanimously. <br /> <br /> Upon the recommendation of Don Richards, Mrs. Stanton moved and <br />Mr. Sondrall seconded to change the policy on pothole and street <br />repair funds, no longer requiring cities to furnish copies of their <br />cancelled bills but requiring them to sign an affidavit stating that <br />they will use the funds to match existing funds for their street <br />systems. Motion carried. <br /> <br /> Regarding the Sheyenne Diversion project around West Fargo, Mr. <br />Wieland moved and Mrs. Stanton seconded that a letter be written to <br />the Corps of Engineers, with copies to the City of West Fargo, the <br />Southeast Cass Water Resource District, and County Engineer Don <br />Richards, asking that all structures and road changes involving Cass <br />County should be coordinated with the Cass County Engineer and that <br />his input be requested immediately on any changes that affect Cass <br />County roads and bridges. Motion carried. <br /> <br /> <br />
