ROAD ADVISORY COMMITTEE
NOVEMBER 18, 2002--2:30 PM

MEETING TO ORDER
Commissioner John Meyer called to order a meeting of the Road Advisory
Committee at 2:30 PM, Monday, November 18, 2002, in the Commission Room,
Cass County Courthouse. The following members were present: Robyn Sorum,
Alon Wieland, Scoff Wagner, John Meyer, Keith Berndt, Rich Sieg, Jurgen Suhr
and Dennis Rust. Donna Schneider and Mark Johnson were absent.

2003-2004 FEDERAL AID PROGRAM, Project list prioritized and approved
Mr. Berndt distributed an updated 2003-2004 major bridge project list to
committee members. He said the county will receive $650,000 in federal funding
for 2003. The county will be able to perform $850,000 worth of bridge work and
Mr. Berndt suggested completing the Cass 10 bridge at the Sheyenne River and
64th Avenue South bridge at the Sheyenne River in 2003 and the 40th Avenue
South bridge at the Sheyenne River in 2003 only if the county receives additional
funding over the $650,000; otherwise, he suggested this project be deferred until
2OO4.

Mrs. Sorum was concerned that with Eagle Run, the traffic on County Road 17
will increase. The bridge project on 40th Avenue South may alleviate some of the
traffic congestion on County Road 17. Mr. Wagner said if the county repairs the
40th Avenue bridge, this would be the only project for 2003, since the estimated
cost to fix it is $850,000. Mrs. Sorum asked Mr. Berndt if he has spoken with the
City of Fargo about sharing the costs. Mr. Berndt spoke with Mark Bittner and
asked if this project was delayed until 2004, how this would affect the city. Mr.
Bittner said delaying the replacement until 2004 would not cause a problem from
the City's perspective. Mr. Wieland said the County may be in a better position in
2004 to receive additional funding from Fargo or West Fargo. MOTION, passed
Mr. Wagner moved and Mr. Rust seconded to approve the 2003-2004

Federal Aid program list and prioritize the projects as follows: the
Cass 10 bridge at the Sheyenne River and 64th Avenue South bridge
at the Sheyenne River be completed in 2003; and the 40th Avenue
South bridge at the Sheyenne River be completed in 2003 only if
additional funding over the $650,000 is received; otherwise, this
project will be deferred until 2004. Motion carried unanimously.

LYNN GOERGER PROPERTY, Approved buyout subject to State's Attorney
review
Ms. Goerger was present for discussion on this item. This item was discussed at
a previous committee meeting held this past May. The property is on the
Sheyenne River near Cass County Road 6 and has allegedly been damaged by
a culvert that was installed by the county in 1992.
