Road Advisory CommitteeBNovember 18, 2002 2 <br /> <br />The property is eligible for a federally-funded buyout. The County Commission <br />decided to delay acquisition to determine remaining program dollars. One <br />property in Reed Township opted out of the program and this allowed sufficient <br />FEMA funding to buy the Goerger property. Ms. Goerger requested 100% of the <br />appraised value because she feels the county's culvert caused the need for a <br />buyout; however, in previous buyouts the county has given 85% of the appraised <br />value. Mr. Berndt suggested the county split the difference between the 85% <br />offer and 100% request, which would cost the county approximately $15,000. <br />The total payoff will be $15,000 under the 100% appraised value. <br /> <br />Mr. Wagner asked if homes further down the river will be affected by this culvert. <br />Mr. Berndt doesn't feel that any other homes besides this one have been <br />affected and would need to be bought out. If the committee approves the buyout, <br />the property will be put up for sale and the county may be able to recover some <br />of the costs. <br /> <br />Mr. Wieland suggested approval of this buyout be subject to the State's Attorney <br />reviewing the county's liability in relation to previous and future buyout <br />purchases. He said while he supports this buyout, the issue needs to be <br />clarified. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Berndt seconded to approve the buyout <br /> of the Lynn Goerger property in Stanley Township subject to the <br /> State's Attorney reviewing the county's liability on previous and <br /> future flood buyout property purchases. Motion carried <br /> unanimously. <br /> <br />CONSTRUCTION PROJECTS FOR 2002, Update ~oiven <br />Mr. Berndt said the largest project of the season was the widening and overlay <br />on Highway 26. Extensive earth work was needed with the widening and not all <br />of the overlay was completed this year. Mark's Sand & Gravel was the <br />contractor and will finish the work next year. He said a number of other overlay <br />projects that were held over from 2001 were finished this year.
