Dept. <br />supplies <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JUNE 2, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />The Board convened as the County Board of Tax Equalization. Recommendation was made by Clarence <br />Miller, County Director of Tax Equalization, to increase the assessment on structures located on Lot 1, <br />Block 1, Riverview Place, Stanley Township, from $3,000,000 to $6,800,000. Attorney Gerald Nilles was <br />present representing Riverview Place, Inc. along with Sister Mary Margaret Mooney. Mr. Nilles urged the <br />Commission to leave the assessment as is because it is their position that Riverview Place is a <br />non profit corporation and exempt from real estate taxes. He stated that only 23 of the 95 elderly <br />housing units within the former Sacred Heart Convent are rented, and he suggested valuing the property on <br />the basis of what it is earning. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the County Auditor be authorized to send notice of <br />increase in real estate assessment to the Presentation Sisters of Fargo and to the Stanley Township Board <br />of Supervisors on the proposed tax increase on Lot 1, Block 1, Riverview Place. Motion carried. <br />The Chairman declared the Board of Equalization recessed until Tuesday, June 9, 1987. <br />Upon the request of Blake Strehlow, Director of the Cass County Housing Authority, Mrs. Stanton <br />moved and Mr. Larson seconded that the Chairman be authorized to send a letter to the Department of <br />Housing and Urban Development supporting an application for 25 additional housing units under the Housing <br />Voucher Program. Motion carried. <br />Mr. Mary Witt, Executive Vice President of the Red River Valley Fair Association, appeared before <br />the Board to request approval to place an advertising sign above County Road 28 noting the entrance to <br />Bonanzaville and the fairgrounds. County Engineer Don Richards stated that his department has reviewed <br />this proposal, and his concern is that the proposed sign may be misleading to the general public who are <br />using the road other than as an entrance to the fairgrounds. He suggested considering a sign that <br />would not be restrictive as far as the use of the road is concerned. It was the consensus of the <br />Commissioners that some type of sign would be welcome, and the Chairman suggested delaying the matter one <br />week to allow time for Mary Witt, the advertising sponsors, Don Richards and some of the Commissioners to <br />work out the details. <br />Bids were opened at 10:00 A.M. for County Road Department supplies. Johnston Culvert Company <br />Gohman Construction Products <br />Fargo Culvert Company <br />BaTech, Inc. <br />The following bids were received for multi-plate pipe arch: <br />Gohman Construction Products <br />BaTech, Inc. <br />The following bid was received for laminated treated timber <br />Wheeeler Lumber Operations <br />Mrs. Stanton moved and Mr. Eckert seconded to refer the above bids to the County Engineer for <br />tabulation and recommendation later in the meeting. Motion carried. <br />Upon the request of Peg Winters, Victim /Witness Advocate, Mr. Larson moved and Mr. Sondrall seconded <br />to approve the continuation of the Victim /Witness Assistance Program through the States Attorney's Office <br />for the year 1988 and to support a 50% matching fund. On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Larson seconded that Vouchers No. 75358 through No. 76214 be approved and <br />ordered paid. On roll call vote, the motion carried unanimously. <br />Mr. Edward Murphy appeared before the Board regarding correspondence he wrote on May 25, 1987, and a <br />survey which he conducted in regard to the County Commission's smoking ban in the Courthouse cafeteria. <br />He felt that smokers are being discriminated against in so far as the use of the cafeteria is concerned, <br />and he requested that the south end be designated as a smoking area. The Chairman stated that the <br />Commission appreciates Mr. Murphy's efforts and will take his survey under advisement at the time a <br />decision is made. <br />deck panels: <br />Upon the recommendation of County Engineer Don Richards, Mr. Larson moved and Mrs. Stanton seconded <br />to accept the low bids of Christianson Asphalt Products, BaTech, Inc., Gohman Construction Products and <br />Wheeler Lumber Operations for Road Department supplies. On roll call vote, the motion carried <br />unanimously. <br />
