IC <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Eckert reported on updated figures for property insurance at the Red River Valley Fairgrounds <br />and Bonanzaville. The Commissioners will meet next Tuesday at 8:30 A.M. for further review. <br />Administrative Assistant Scott Krueger stated that the Commission approved a job description some <br />months ago for a financial analyst position, and the Commission has now received a recommendation from <br />the Salary Review Committee that the position be placed in Pay Grade 13 on the County pay scale at a <br />salary range of $19,000 $27,000 annually, that the position be placed under the direction of the County <br />Auditor, and that the personnel duties not be included in the job description. Mr. Wieland asked for <br />cost estimates on hiring the services of a consulting firm, and Mr. Krueger stated that the Data <br />Processing Manager has that information and will be requested to appear before the Board. <br />Upon receiving correspondence from Sheriff Don Rudnick, Chairman of the Salary Review Committee, <br />Mr. Eckert moved and Mr. Larson seconded that Toni Stremick be appointed to represent County employees on <br />the Salary Review Committee for a 3 -year term to replace Janice Becker, who is no longer a full -time <br />employee. Motion carried. <br />Mr. Eckert moved and Mrs. Stanton seconded to grant approval for a Raffle Permit for the Wheatland <br />Rod and Gun Club on the date of July 16, 1987, at Wheatland. Motion carried. <br />Mr. Larson moved and Mr. Sondrall seconded to grant approval for a Raffle Permit for the Wheatland <br />Baseball and Softball Club on the date of July 14, 1987, at Wheatland. Motion carried. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file the Indemnity Bond on Lost Instrument <br />for Randy Morris, and authorize the Auditor to issue a duplicate check. On roll call vote, the motion <br />carried unanimously. <br />Correspondence was received from the State Historial Society stating that the Cass County Commission <br />was notified in October, 1986, that County-owned property at 57 -11th Avenue North would be listed on the <br />National Register of Historic Places. Mr. Wieland stated that he would respond with an apology, and he <br />will ask the procedure for removing property from the National Register. <br />Data Processing Manager Dick Offutt appeared at this time and reported that the cost of contracting <br />for financial analyst services would be $50 -$100 per hour, and Mr. Offutt would not recommend doing this. <br />Mrs. Stanton stated that the task force which prepared The Cass County Report" recommended budget and <br />fiscal analysis, and she suggested that the Commission hire a person for at least one year. Mr. Krueger <br />stated that it will take at least two years for the computerized financial system to be in place. <br />Mr. Wieland expressed concern over the length of time that a financial analyst would be needed, and he <br />stated that he does not wish to establish it as an on -going position. <br />County Auditor Ordelle Brua asked that the position of financial analyst be placed under her <br />jurisdiction rather than the Administrative Assistant's. The Commissioners were not in agreement as to <br />whose jurisdiction this person should be under. Mr. Sondrall stated that there is nothing in the Century <br />Code about the activities of the Administrative Assistant and the Data Processing Manager. At the call for the question and upon roll call vote, the motion carried with four <br />members voting "Aye" and Mr. Eckert opposing because the Commission has not addressed relocating the <br />present occupants of this space, such as the Building and Grounds Superintendent, cafeteria storage space <br />and the designated smoking area. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve recommendations by the Art and Architecture <br />Committee to hang photographs of past States Attorneys, approve changing the descriptive plaque regarding <br />the rotunda painting photographs on 1st Floor, and develop a descriptive plaque for the Boerth water <br />colors in the 3rd Floor Conference Room. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that Social Services employee Beverly Bohn be authorized <br />out of state travel on June 8, 1987, to Fergus Falls, MN. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that Bonnie Johnson, Regional Child Support Enforcement <br />Director, be authorized to hire Deborah McAllister as a legal secretary in pay grade 5 at a salary of <br />$925.00 per month to replace a recently hired employee who resigned. Motion carried. <br />Correspondence was received from County Social Services Director Tom Jensen stating that the <br />anniversary date of certain employees is January 1st, not July 1st, as stated by the Commission on <br />May 19, 1987, when these employees were excluded from receiving salary increases.
