<br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS
<br />Notice was received from the Administrative Assistant of proposed Personnel Policy Manual changes to
<br />be considered by the County Commission on June 23, 1987, on Sections 2.3 (hiring procedures), 3.1 (work
<br />week), and 3.3 (pay policy).
<br />Mr. Eckert moved and Mrs. Stanton seconded that Sheriff Don Rudnick be provided housing in the Cass
<br />County Sheriff's Residence under the present conditions until September 15, 1987. Motion carried.
<br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned.
<br />JUNE 9, 1987
<br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette
<br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland.
<br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as
<br />written. Motion carried.
<br />A delegation was present regarding a bridge between Sections 23 -24, Stanley Township, near the Anton
<br />Rutten property. Mr. Rutten was present along with members of the Stanley Township Board of Supervisors.
<br />Stanley Township Chairman Warren Solberg requested that the bridge be re- opened following an inspection
<br />and possible repair. County Engineer Don Richards did not recommend repairing the bridge due to the
<br />excessive cost, and he suggested that the township consider three alternate routes. The Chairman asked
<br />Stanley Township to review the options and attend another meeting, other than during a regular Commission
<br />meeting. Mr. Larson suggested the date of June 23, 1987, at 7:00 P.M. in the Commission Room, and he
<br />also suggested discussion on extending the Fargo sewer line south 3 miles.
<br />The Chairman declared a recess of the Regular Meeting of the Board of Cass County Commissioners, and
<br />the Board reconvened as the County Board of Tax Equalization.
<br />Sister Mary Margaret Mooney was again present along with Gerald Nilles, Attorney for Riverview
<br />Place, Inc. Also present was Mr. Harry Arneson, who explained an appraisal he made of the structures
<br />located on Lot 1, Block 1, Riverview Place, Stanley Township, which is the former Sacred Heart Convent
<br />and is now an elderly housing unit co-sponsored by the Presentation Sisters of Fargo and the Catholic
<br />Health Organization. Mr. Arneson appraised the property at $4,350,000. Last week, County Director of
<br />Tax Equalization Clarence Miller proposed to increase the assessed value to $6,800,000. Mr. Nilles
<br />expressed concern about the impact of the proposed assessment as the tax increase will go directly on the
<br />tenants. Motion was made by Mr. Larson and seconded by Mrs. Stanton to establish the assessed value at
<br />$5,500,000 on Lot 1, Block 1, Riverview Place, Stanley Township, for the 1987 taxes. On roll call vote,
<br />the motion carried unanimously.
<br />Another matter to come before the County Board of Tax Equalization was presented by Mr. Doug
<br />Lanctot, General Manager of the Woods Farmers Elevator, concerning taxation on the condominium grain
<br />elevators in Leonard Township. Clarence Miller recommended that this matter be referred to the State
<br />Board of Tax Equalization for the reason that there is no uniformity throughout the State, and he feels
<br />the State Board of Equalization should make a determination. Mr. Larson moved and Mr. Sondrall seconded
<br />to deny the request for tax exemption on grain condominiums in Leonard Township and recommend that they
<br />appeal to the State Board of Tax Equalization in August, 1987, to resolve this matter. Motion carried.
<br />On motion by Mrs. Stanton and seconded by Mr. Larson, the Chairman declared the 1987 County Board of
<br />Tax Equalization adjourned.
<br />The Commission accepted several pieces of artwork on loan from the West Acres Merchants Association,
<br />represented by President George Rohde. Chairman Wieland thanked him for adding to the artwork in the
<br />Courthouse and stated that the Art Committee will find very appropriate places to display it.
<br />Mr. Myril Schoeppach from the Page Rural Fire Protection District was present for a public hearing
<br />on proposed annexation of the City of Ayr to the Page Fire °District. No other persons were present for
<br />the hearing. Mrs. Stanton moved and Mr. Larson seconded that the annexation be approved and a resolution
<br />adopted concerning the annexation of the City of Ayr to the Page Rural Fire Protection District. On roll
<br />call vote, the motion carried unanimously.
<br />Regarding the request by the Red River Valley Fair Association for a sign across County Road 28 at
<br />the entrance to the fairgrounds, the Chairman stated that the County could approve it subject to having
<br />County Road 28 identified on the sign and on the basis of first obtaining a permit through the County
<br />Road Department. Mr. Sondrall moved and Mr. Larson seconded to approve placement of a sign across County
<br />Road 28 on the basis of it being 36' wide between the posts, 18' high from the road to the bottom of the
<br />sign and that it be on a permit basis, the Red River Valley Fair Association to apply for said permit
<br />through the County Road Department. On roll call vote, the motion carried unanimously.
