On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be <br />the Soil Conservation Service appointing Don Richards as a liaison <br />Area Treatment Projects, and to appoint Steve Grindberg as alternate <br />Mr. Larson moved and Mr. Eckert seconded to receive and file <br />April, 1987: Motion carried. <br />Clerk of Court 6,311.93 <br />County Court $31,654.25 <br />Register of Deeds $19,218.10 <br />Sheriff 9,466.26 <br />Veterans Service Officer <br />Mr. Larson moved and Mr. Eckert seconded to approve the Application for a Raffle Permit for the <br />Region III Good Sam Club on the date of June 20, 1987, at the Red River Valley Fairgrounds. Motion <br />carried. <br />Mr. Eckert moved and Mr. Larson seconded that the Chairman be authorized to sign a County Deed for <br />Lot 6, Block 3, Chaffee Village, Walburg Township, to W.A. Frietag; and to cancel the general taxes in <br />the amount of $6.34. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded that Cass County recognizes the week of May 18 -25, 1987 <br />as Safety Belt Awareness Week. Motion carried. <br />Mr. Eckert moved and Mr. Larson seconded that the Chairman be authorized to sign a letter to the <br />Fargo Post Office regarding the moving of the postal pickup box in the Courthouse to the west entrance <br />lobby of the Courthouse South Wing. Motion carried. <br />Mrs. Stanton moved and Mr. Eckert seconded to authorize Scott Krueger to negotiate for cleaning <br />services with one company for the entire Courthouse complex, subject to Commission approval. Motion <br />carried. <br />The Commission continued their discussion on 1987 salary increases. Mrs. Stanton requested delaying <br />a decision until next Tuesday to allow more time to digest the proposal. Mr. Wieland suggested approving <br />the salary increases for the May pay period, with the exception of the elected officials. Mr. Larson <br />moved and Mr. Eckert seconded to approve the salary proposal as presented by the Administrative <br />Assistant, retroactive to January 1, 1987, excluding Department Heads and excluding Social Services <br />employees and Extension Office employees whose anniversary date is July 1 of each year instead of <br />January 1, the proposal being as follows: 1.6% cost of living increase based on percentage of mid -point <br />applied to total salaries budget for $69,562.00, 0.75% applied to employees below the mid -point not to <br />exceed $19,443.00, and 0.75% applied to employees over the midpoint not to exceed $13,131.00 with <br />department heads having discretion on how it is distributed. The motion carried on roll call vote with <br />three members voting "Aye Mrs. Stanton opposing. <br />Notification was received from the North Dakota State Historical Society that property which the <br />County owns at 57 -11th Avenue North in Fargo has been listed on the National Register of Historic Places. <br />Mr. Larson moved and Mr. Eckert seconded that the Chairman be authorized to send a letter of protest to <br />the State Historical Society because the Commission was not notified and there were no hearings held in <br />connection with placing this property on the National Register. Motion carried. <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />authorized to sign an agreement with <br />official on the Cass County Critical <br />Motion carried. <br />the following Officer's Reports for <br />MAY 26, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Upon the recommendation of the County Social Services Board, Mrs. Stanton moved and Mr. Eckert <br />seconded that Jim Berglie be authorized to hire a part -time clerical employee for up to 20 hours per week <br />for the Community Survival Program. Mr. Wieland asked what the rate of pay would be, and Mr. Berglie <br />stated that it would be Pay Grade 12 at about $5.50 per hour. On roll call vote, the motion carried <br />unanimously. <br />Mr. Fred Selberg, Chairman of the Cass County Planning Commission, appeared before the Board along <br />with County Planner Jerry McCullough. At their last meeting, the County Planning Commission recommended <br />hiring assistance for Mr. McCullough. Mr. Selberg requested approval for hiring a temporary planning <br />assistant at the rate of $6.00 per hour for 20 hours per week for a period of 6 months. The estimated <br />cost would be $2,880, but this amount was not included in the 1987 County Planning budget. Mrs. Stanton <br />moved and Mr. Sondrall seconded that County Planner Jerry McCullough be authorized to exceed his budget <br />by not more than $2,900.00 for the purpose of hiring a part -time planning assistant as requested. On <br />roll call vote, the motion carried unanimously. <br />
