PROCEEDINGS OF. THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />The Board again continued the hearing on the Cargill, Inc. tax abatement application. Mr. Patchin <br />continued his presentation on the Appraisal Summary. In conclusion, he stated that he feels the entire <br />processing plant is worth about $12,000,000 with a taxable value of $6,000,000, the remainder being <br />personal property. Mr. Hasti explained that the greatest difference in the opinion of value on the two <br />appraisals is in the area of economic obsolescence and a difference of opinion on how much of the <br />equipment is classified as taxable. Members of the Commission asked questions and expressed their <br />opinions, after which the Chairman closed the hearing and determined that the Commission would take <br />action when a full Board is present. <br />Mr. Larson moved and Mr. Sondrall seconded that Vouchers No. 74747 through No. 75357 be approved and <br />ordered paid. On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Larson seconded that Register of Deeds Deanna Kensrud be authorized to <br />hire Linda Sell for temporary part -time help at the rate of $5.00 per hour, according to the Salary and <br />Pay Grade Form, effective April 27, 1987. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Larson seconded that County Auditor Ordelle Brua be authorized to hire <br />Janice Becker as a part-time employee in Pay Grade 55 at the rate of $1,300.00 per month to replace <br />Cheryl McQuade, whose status changed from part-time to full -time in the Auditor's Office. On roll call <br />vote, the motion carried unanimously. <br />Administrative Assistant Scott Krueger explained budget projections worked out by himself and the <br />County Auditor regarding the effect of 1987 legislative action. Mr. Krueger asked if there are any <br />proposed salary plans which the Commission wishes to have him prepare, and Mr. Wieland suggested that <br />members of the Commission meet at 8:00 A.M. two weeks from today to review salaries of County employees. <br />Mr. Eckert moved and Mr. Larson seconded to grant a Raffle Permit to 4 Corners Wildlife Club of <br />Wheatland on the date of July 9, 1987, at the Embden Center. On roll call vote, the motion carried <br />unanimously. <br />Correspondence was received from County Extension Agent Rudy Radke regarding a half-time position <br />being cut from the Cass County Extension staff. The Chairman will respond to the letter. <br />On motion by Mr. Larson and seconded by Mr. Sondrall, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MAY 12, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Last week the Board delayed action on the Application for Abatement and Settlement of Taxes <br />submitted by Cargill, Inc. until a full Board was present. Mr. Larson moved and Mrs. Stanton seconded <br />that the value be compromised at $9,050,000 for the 1986 taxes. The motion failed upon roll call vote <br />with Mr. Larson and Mrs. Stanton voting "Aye Mr. Sondrall, Mr. Wieland and Mr. Eckert voting "No <br />Motion was then made by Mr. Eckert and seconded by Mr. Sondrall to deny the Application for Abatement of <br />Taxes submitted by Cargill, Inc. at Riverside, ND. The motion carried on roll call vote with <br />Mr. Sondrall, Mr. Wieland and Mr. Eckert voting "Aye Mrs. Stanton and Mr. Larson voting "No The <br />Chairman stated that the Cass County Commission feels there is some adjustment that could be made and the <br />Commission would encourage them to seek relief through the Court system. <br />At the Board's request, Mr. Dick Offutt appeared to discuss options for moving the automation <br />projects for the Clerk of District Court's Office from the third year in the Data Processing Long -Range <br />Plan to the first year. He stated that the present system has some serious deficiencies, and he noted <br />that the District Court has offered to pay approximately $3,000 toward the cost of implementing a program <br />if it can be done prior to June 30, 1987. Mr. Offutt estimated that it would cost approximately <br />$6,000- $7,000 to hire an outside firm to do the project immediately, and he would recommend doing this. <br />Using the present data processing staff could jeopardize other programs which they are trying to <br />implement at this time. Mrs. Stanton moved and Mr. Sondrall seconded to authorize the Data Processing <br />Manager to hire an outside firm to further automate the records of the Clerk of District Court, to be <br />paid from the Contingency Fund, subject to an agreement with the District Court and subject to the <br />agreement being approved by the States Attorney. On roll call vote, the motion carried unanimously. <br />Mr. Offutt suggested that the cost of the hardware could be paid by the Cass County Building Authority. <br />Upon the recommendation of Glenn Ellingsberg, Disaster Emergency Manager, Mr. Larson moved and <br />Mrs. Stanton seconded that the Chairman be authorized to sign a proclamation ordering a County -wide ban <br />on all outdoor burning due to extremely dry conditions, the proclamation to be lifted upon recommendation <br />of Mr. Ellingsberg. Motion carried unanimously. <br />Mr. Larson moved and Mr. Eckert seconded that the Chairman be authorized to sign a resolution <br />proclaiming the week of May 10 16, 1987, as Police Week and the day of May 15th as Peace Officers <br />Memorial Day.
