PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS G312 <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MAY 20, 1986 <br />Chairman Alon Wieland called the meeting to order with four members present, Oscar Sondrall being <br />absent. <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Jeff Volk from the Moore Engineering Company and Daniel Twichell, Attorney for the City of <br />Argusville, were present regarding a Corps of Engineers proposal to build a flood control levy around the <br />City of Argusville. The City of Argusville would need to obtain an easement approximately 100' wide <br />along County Highway #81. There are six areas designated for sandbag closures which will need to be <br />monitored during potential flooding, and it was suggested that the County Disaster Emergency Services <br />Coordinator be utilized. An easement would be needed to sandbag the highway when there is a flood <br />situation, and Mr. Twichell stated that this would be a very in- frequent occasion. <br />County Engineer Don Richards suggested a cooperative agreement within the County Road #81 right of <br />way rather than an easement. He has no problem with easements outside of the road right of way. <br />Mr. Twichell stated that the type of easement being proposed is basically the same as an agreement, and <br />the Commission asked him to draft an agreement for next week. Mr. Richards stated that he is also <br />concerned with sandbagging the ditch area. <br />Mr. Larson moved and Mrs. Stanton seconded that Cass County deed land outside of the 75' road <br />right of way that is parallel to County Highway 81 within the city limits of Argusville to the City of <br />Argusville, subject to approval of the States Attorney. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file the petition for upgrading County <br />Road 15 at Kindred between State Highway 46 and Interstate 94. Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded to approve the request of the Fargo- Moorhead Community <br />Theatre for a Site Authorization Permit for games of chance at the City Limits Truck Plaza. On roll call <br />vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to grant approval for a Raffle Permit for the F -M Kennel <br />Club on the date of June 1, 1986, at the Red River Valley Fairgrounds. On roll call vote, the motion <br />carried unanimously.. <br />Mr. Wayne Colberg, County Weed Control Officer, appeared before the Board <br />Kellerman's letter and statements made at the Commission meeting last week. <br />Mr. Larson seconded that the Commission receive and file the letter from Wayne <br />Weed Officer. Motion carried. Colberg, Cass County <br />consider implementing a <br />damage another persons <br />17, easterly: <br />The following bids were received for bituminous surfacing on County Roads 16, 18 and 21: <br />$358,041.20 <br />$433,673.10 <br />$421,755.16 <br />$357,220.20 <br />Mrs. Stanton moved and Mr. Eckert seconded that the above bids be referred to the County Engineer <br />for tabulation and recommendation. Motion carried. <br />The Board recessed for a meeting of the Cass County Building Authority. Upon reconvening, <br />Mrs. Stanton moved and Mr. Larson seconded to approve the Building Authority action on Change Order M -1 <br />in the amount of $10,708.00 for a Class I standpipe system, and to approve the lease agreement with the <br />Cass County Building Authority in the amount of $48,000.00 for the Road Department computer equipment. <br />On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve Change Order G -9 in the amount of $8,533.00 <br />for the Courthouse remodeling project. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the County Treasurer be authorized to purchase new <br />book binders from the Knight Printing Company in the amount of $2,790.70, to be paid from Extra Ordinary <br />Outlay.
