Services employ- <br />ee granted out of <br />state travel <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />11.1(1147 PRINIMO <br />Administrative Assistant Scott Krueger reported that he discussed the County's liability insurance <br />coverage with Robert Dawson of the Dawson Insurance Agency, and was informed that any agency or <br />individuals under the County's supervision or control are covered under the County's liability insurance <br />policy. In response to inquiries from Attorney Daniel Twichell regarding the Water Resource Board <br />members and from Weed Control Officer Wayne Colberg and Weed Control Board members, these agencies are <br />covered under general liability. However, one area of concern with the Weed Control Board is that the <br />liability policy has a pollution liability exclusion endorsement, but Mr. Dawson will contact the North <br />Dakota Insurance Reserve Fund for a quote on this type of policy. Mr. Krueger stated that he will be <br />receiving this information in writing at a later date. <br />Scott Krueger also reported on a letter from the Cass County Court Judges regarding liability <br />insurance. Insurance Adviser Robert Rust recommended purchasing coverage similar to the States <br />Attorneys. Mr. Larson moved and Mr. Eckert seconded to authorize the purchase of liability insurance <br />through Jameson and Company for the County Court Judges at a cost of $800.00 per Judge, this to be paid <br />from the County Court budget. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve the purchase of an AT &T personal computer and <br />printer system in the amount of $5,672.70 for the Data Processing Manager, this to be paid from the <br />computer line item in the County budget. On roll call vote, the motion carried unanimously. <br />Upon the recommendation of Scott Krueger, Mrs. Stanton moved and Mr. Eckert seconded to accept the <br />following priorities in reference to the equipment and furnishings for the Courthouse remodeled areas: <br />public areas, elected officials and department heads functional offices, clerical areas in view of the <br />public, back work rooms, vaults and storage areas. Motion carried. <br />The Commission requested the County Auditor to delay hiring staff replacement, which was authorized <br />last week, until it can be further reviewed by the Data Processing Manager. Mr. Wieland suggested that <br />the Director of Tax Equalization's Deputy assist in the Auditor's Office in the meantime if necessary. <br />Mrs. Stanton moved and Mr. Larson seconded that the Administrative Assistant be authorized to <br />establish one centralized mailing room for the County offices following the construction completion. <br />Motion carried. <br />County Engineer Don Richards returned with a recommendation on the bids received today for road <br />surfacing. Mrs. Stanton moved and Mr. Larson seconded to accept the low bid of Northern Improvement <br />Company in the amount of $373,837.55 for the County Road 20 resurfacing. On roll call vote, the motion <br />carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to accept the low bid of Northern Improvement Company in <br />the amount of $357,220.20 for the resurfacing on County Roads 16, 18 and 21. On roll call vote, the <br />motion carried unanimously. <br />A recommendation on the bids for a front-end loader will be made next week. <br />The Board reviewed The Cass County Report on Justice with the County Court Judges and with the Clerk <br />of the District Court. Recommendation #1 pertains to the data processing plan. Recommendation #2 on <br />workload and staffing analysis has been delayed at this time by the Commission. Dorothy Howard, Clerk of <br />District Court, and County Judge Donald Cooke stated that they would be interested in microfilming <br />certain records as mentioned in Recommendation #3. Mr. Wieland instructed Scott Krueger to send a memo <br />to department heads suggesting that they include microfilming in their 1987 budget request if they have a <br />record keeping problem. <br />Regarding Recommendation #12 under Safety, both County Court Judges felt their method of collection <br />is as effective as a collection agency could be. On Recommendation #17, Judge Cynthia Rothe stated that <br />they do not require the presence of a Sheriff's Deputy at all court sessions. <br />Upon the request of the County Auditor, Mrs. Stanton moved and Mr. Eckert seconded that the Chairman <br />be authorized to sign the Corrective County Deed changing the description of a parcel in the City of <br />Hunter. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to sign the County Deeds <br />to the City of West Fargo for the sale of 71 tax delinquent lots for $1.00 each, and to cancel the <br />general taxes in the amount of $20,708.33. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to approve out of state travel for Paul White, County <br />Social Services employee, to travel to Brainerd, MN on June 4 -6, 1986. On roll call vote, the motion <br />carried unanimously. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />
