REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MAY 20, 1986 <br />Chairman Alon Wieland called the meeting <br />members present, Oscar Sondrall being absent. <br />Mr. Larson moved and Mr. Eckert seconded <br />the previous meeting be approved as written. <br />to order with four <br />that the minutes of <br />Motion carried. <br />Jeff Volk from the Moore Engineering Company and Daniel Twichell, <br />Attorney for the City of Argusville, were present regarding a Corps <br />of Engineers proposal to build a flood control levy around the City <br />of Argusville The City of Argusville would need to obtain an easement <br />approximately 100' wide along County Highway #81. There are six areas <br />designated for sandbag closures which will need to be monitored during <br />potential flooding, and it was suggested that the County Disaster <br />Emergency Services Coordinator be utilized. An easement would be <br />needed to sandbag the highway when there is a flood situation, and <br />Mr. Twichell stated that this would be a very in- frequent occasion. <br />County Engineer Don Richards suggested a cooperative agreement <br />within the County Road #81 right of way rather than an easement. <br />He has no problem with easements outside of the road right of way. <br />Mr. Twichell stated that the type of easement being proposed is <br />basically the same as an agreement, and the Commission asked him to <br />draft an agreement for next week. Mr. Richards stated that he is <br />also concerned with sandbagging the ditch area. <br />Mr. Larson moved and Mrs. Stanton seconded that Cass County deed <br />land outside of the 75' road right of way that is parallel to County <br />Highway 81 within the city limits of Argusville to the City of <br />Argusville, subject to approval of the States Attorney. On roll call <br />vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file <br />the petition for upgrading County Road 15 at Kindred between State <br />Highway 46 and Interstate 94. Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded to approve the request <br />of the Fargo- Moorhead Community Theatre for a Site Authorization <br />Permit for games of chance at the City Limits Truck Plaza. On roll <br />call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to grant approval <br />for a Raffle Permit for the F -M Kennel Club on the date of June 1, <br />1986, at the Red River Valley Fairgrounds. On roll call vote, the <br />motion carried unanimously. <br />Mr. Wayne Colberg, County Weed Control Officer, appeared before <br />the Board to respond to Mr. Calvin Kellerman's letter and statements <br />made at the Commission meeting last week. Mrs. Stanton moved and <br />Mr. Larson seconded that the Commission receive and file the letter <br />from Wayne J. Colberg, Cass County Weed Officer. Motion carried. <br />
