PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA rmnnxa es., !AI x: O. users REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS MAY 13, 1986 Chairman Alon Wieland called the meeting to order and upon roll call, all members were present. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Becky Balk, County Planner, appeared before the Board regarding a review of the Plat of Chandler First Addition in the north one -half of Section 36, Barnes Townhsip. She stated that the Cass County Electric Cooperative has requested that the plat show the location of existing underground power cables. Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to sign the Plat of Chandler First Addition, and that Becky Balk forward the comments from Cass County Electric Cooperative to the Fargo Planning Commission. On roll call vote, the motion carried unanimously. Upon the recommendation of the County Planning Commission, Mrs. Stanton moved and Mr. Larson seconded to appoint Mr. Fred Selberg to the Land Use Task Force Committee. Motion carried. County Engineer Don Richards reported that he met last Friday with the Salary Review Committee regarding two engineering positions which were created last week. Mr. Wieland stated that the Salary Review Committee adjusted the positions to be in pay grade 9 and pay grade 10. Mrs. Stanton moved and Mr. Larson seconded that the position of Engineering Technician 3 be amended to pay grade 9 at a starting salary of $9.50 per hour, and that the position. of Engineering Technician 4 be amended to pay grade 10 at a starting salary of $10.50 per hour. On roll call vote, the motion carried unanimously. Information from the State Highway Department titled "Guidelines for the Use of Consultants on County Federal Aid Projects" was referred to the County Engineer for his review, and he was asked to return it to the Chairman next week. Mr. Sondrall stated that he has received several complaints on the condition of the road at Grandin between Cass and Traill Counties. Don Richards will contact Traill County, and request them to participate in the cost of proper maintenance on that road. Mr. Sondrall reported that the Executive Director of the North Dakota Centennial Commission will be attending the June 24th meeting of the Cass County Centennial Commission, which will be held at 3:00 P.M. in the Juvenile Justice Center. Mr. Eckert moved and Mr. Sondrall seconded that the Cass County Commission purchase 100 Official North Dakota Centennial Lapel Pins at a cost of $200.00, to be paid from the Promotional Advertising Fund; the pins to be given to the Cass County Centennial Commission to sell. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded that the Chairman be authorized to sign the County Deed to Bernice Norquist, the re purchaser of property located in the City of Hunter. On roll call vote, the motion carried unanimously. Upon written request from County Auditor Ordelle Brua, Mrs. Stanton moved and Mr. Larson seconded to authorize the County Auditor to have a representative from American Information Systems present for the June 10th Primary Election at a cost of $950 $1,000. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Larson seconded that the election poll clerks for the June 10th Primary Election be paid $3.88 per hour to attend the County Auditor's election school as allowed by State law. On roll call vote, the motion carried unanimously. Correspondence from Attorney Daniel Twichell regarding changes in the North Dakota Bonding Fund coverage on public officials performance of duties was referred to Commissioner Eckert and Administrative Assistant Scott Krueger to determine if this coverage is provided in the County's liability insurance. Mr. Eckert moved and Mr. Sondrall seconded to receive and file a letter from the City of Casselton expressing appreciation for the disaster assistance rendered to the City after the recent ice storm. Motion carried. Mr. Sondrall moved and Mr. Larson seconded to receive and file the following Officer's Reports for April, 1986: On roll call vote, the motion carried unanimously. Clerk of Court 6,335.00 County Court $31,439.69 Register of Deeds $17,729.20 Sheriff 7,338.91 Veterans Service Officer A notice of hearing on petition for consolidation by Blue Cross -Blue Shield of North Dakota was received from the North Dakota State Insurance Department, said hearing to be held on May 28, 1986, in the Capitol Building, Bismarck. Regarding appointments to the County's Salary Review Committee, the Chairman requested Scott Krueger to send a directive to Jim Thoreson asking him to have the employees appoint their representatives within the next two weeks. Mr. Larson moved and Mr. Eckert seconded to re- appoint Alon Wieland to represent the Commission for 1986 on the Salary Review Committee.
