Council- <br />niosquito abatement <br />program -Co. apprvd. <br />concept for rnosq. <br />control Becky Balk <br />to represent Co. in <br />discussions <br />Mr. Sondrall moved and Mrs. Stanton seconded to accept the check from Keith M. Warren in the amount <br />of $600.00 for rental of the pasture land in the SW* of Section 6, Rochester Township, for the year 1986. <br />On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to accept the low bid of Dakota Electric Construction <br />Company in the amount of $25,175.00 for the electrical contract on the Courthouse North Wing remodeling <br />project. On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Larson seconded to accept the low bid of Grant's Mechanical, Inc. in the <br />amount of $22,946.00 for the mechanical contract on the Courthouse North Wing remodeling project. On <br />roll call vote, the motion carried unanimously. <br />There were two apparent low bidders for the general contract on the Courthouse North Wing remodeling <br />project. Meinecke- Johnson Company and T.F. Powers Construction Company each bid $106,900.00. Mr. Larson <br />moved and Mrs. Stanton seconded to determine the bid award by the flip of a coin, with Meinecke- Johnson <br />Company being "heads" and T.F. Powers being "tails Motion carried. <br />As a result of the toss of the coin, Mr. Larson moved and Mrs. Stanton seconded to award the general <br />contract for the Courthouse North Wing remodeling project to the Meinecke- Johnson Company in the amount <br />of $106,900.00. On roll call vote, the motion carried unanimously. <br />Scott Krueger reported that he again discussed finance Option 3 for Road Department computer <br />equipment with Norwest Lease, and the substantial pre payment penalty does apply to the lease. <br />Mr. Krueger did not recommend pursuing the Norwest Lease, and he proposed that the Cass County Building <br />Authority purchase the computer equipment. The County's telephone system was financed in this way. <br />Mr. Larson moved and Mrs. Stanton seconded that the Cass County Commission enter into an informal <br />agreement with the Cass County Building Authority for the purchase and lease of computer equipment for <br />the Road Department for an amount up to $48,000.00. After further discussion, Mr. Larson amended the <br />motion and it was seconded by Mrs. Stanton to purchase and lease the equipment from the Building <br />Authority for the total amount of $48,000.00. The motion carried on roll call vote with four members <br />voting "Aye Mr. Eckert opposing for the reason that he felt about $20,000.00 should be paid from the <br />1986 County budget as it may be more difficult to pay later. <br />Regarding the scaffolding for the Courthouse artwork restoration project, the Chairman requested <br />that Commissioner Larson and Scott Krueger determine whether the County's liability insurance covers the <br />contractor for this project. <br />Scott Krueger reported that the County needs to purchase additional Levelor window blinds for the <br />remodeled areas in the Courthouse. Mrs. Stanton moved and Mr. Larson seconded to purchase Levelor Blinds <br />from Lohse Interiors of Fargo for a total cost of $5,049.00; and that the County Auditor be authorized to <br />issue a check as a deposit in the amount of $4,000.00 from the Extra-Ordinary Outlay fund. On roll call <br />vote, the motion carried unanimously. <br />Mr. Calvin Kellerman of West Fargo appeared before the Board to express concern over the amount of <br />money spent by the County for chemical weed spraying, the danger of these chemicals on agriculture and <br />water supplies, and the manner in which they are applied. He felt that the return is very low for the <br />amount of dollars that are spent. Mr. Wieland noted that the State statutes direct the County to control <br />and eradicate noxious weeds on County property. Concerning Mr. Kellerman's comments on misuse of <br />personnel and equipment, Mr. Wieland suggested that he attend the next meeting of the Cass County Weed <br />Control Board and then come back to the County Commission if necessary. The Chairman asked Commissioner <br />Eckert to notify Mr. Kellerman of the next Weed Control Board meeting. <br />Brian Shorten, Director of the Metropolitan Council of Governments, appeared before the Board <br />regarding a proposed joint powers agreement among area jurisdictions to attempt to resolve some of the <br />mosquito problems. Mrs. Stanton moved and Mr. Larson seconded that the Cass County Commission approve <br />the concept of an area -wide mosquito control program and requests further information on the amount of <br />money that will be involved; and that County Planner Becky Balk represent Cass County if the concept is <br />approved by other jurisdictions. Motion carried unanimously. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />
