PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MAY 6, 1986 <br />Chairman Alon Wieland called the meeting to order and upon roll call, all members were present. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Discussion was held on the request for a change in County Road Department personnel. Administrative <br />Assistant Scott Krueger presented two job descriptions prepared by the County Engineer, Don Richards. <br />Mr. Richards was unable to be present this morning, but in a letter to the Commission indicated that <br />these new positions will assist him in keeping the increase of outside engineering fees to a minimum even <br />though the 10 -mill road levy represents close to a 200% increase in actual construction work being done <br />by the Road Department. Mr. Eckert suggested creating one new position at this time, and Mr. Sondrall <br />stated that he wishes to discuss this further with the County Engineer before agreeing with two new <br />positions. Mr. Wieland stated that the Salary Review Committee will need to review the positions, and <br />make a recommendation to the Board. <br />Mr. Eckert moved and Mrs. Stanton seconded to create the position of Engineering Technician 4, pay <br />grade 11, in the County Road Department. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to create the position of Engineering Technician 3, pay <br />grade 10, in the County Road Department. The motion carried on roll call vote with three members voting <br />"Aye Mr. Sondrall and Mr. Eckert opposing. <br />Scott Krueger reported that the County employees have not selected a representative on the Salary <br />Review Committee for the term of Linda Brooks, which expired January 1st. Mr. Wieland will call a <br />meeting of the past members of the Salary Review Committee, and Mr. Larson suggested that the employees <br />select their new representatives by June 1st. <br />Mrs. Stanton moved and Mr. Larson seconded that Vouchers No. 63,266 through No. 64,015 be approved <br />and ordered paid. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign a resolution <br />designating May 15th as Peace Officers_ Memorial Day and the week in which it falls as Police Week. <br />Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to send a letter to the <br />North Dakota Historical Society Board thanking them for the courtesies extended to the Cass County <br />Commission when they appeared before them on May 1st and 2nd. The Cass County Courthouse was nominated <br />to the State Historic Sites Registry. Motion carried. <br />Scott Krueger presented three finance options for Road Department computer equipment. Mr. Larson <br />moved and Mrs. Stanton seconded that the County accept Option 3 of the Norwest Lease, upon the condition <br />that there will be no pre payment penalty after 36 months. On roll call vote, the motion carried <br />unanimously. <br />A bid opening was held at 10:00 A.M. for Cass County Courthouse North Wing Remodeling. Architects <br />Iry Holman and Richard Moorhead were present to read the bids. <br />The following bids were received for general construction on the above project: <br />Base Bid <br />Advance Structures, Inc. $111,750.00 <br />Comstock Construction, Inc. 131,800.00 <br />J. Trautman Company 116,300.00 <br />A bid for the mechanical construction from Home Heating and Air Conditioning Company did not <br />indicate their contractor's license number on the outside of the envelope as stated in the bidding <br />specifications. Robert Hoy, States Attorney, stated that the Commission may make a decision to waive the <br />requirement. A representative from Home Heating and Air Conditioning Company was present and stated that <br />the license renewal certificate is enclosed in the bid envelope. Mr. Larson moved and Mrs. Stanton <br />seconded to proceed with opening the bid envelope. The motion carried on roll call vote with four <br />members voting "Aye Mr. Wieland opposing.
