Auditor auth. to <br />hire staff replace- <br />ment <br />Cass County Report <br />on Justice disc. <br />with St. Atty. <br />E 3 9 <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />A bid for the electrical construction from C.B. Electric did not indicate their contractor's license <br />number on the outside of the envelope. Mr. Larson moved and Mrs. Stanton seconded to proceed with <br />opening the bid envelope. The motion carried on roll call vote with four members voting "Aye <br />Mr. Wieland opposing. The Architect found that no certificate of license renewal number was contained <br />inside the bid envelope. Mr. Eckert moved and Mrs. Stanton seconded to discontinue opening the bid of <br />C.B. Electric. On roll call vote, the motion carried unanimously. The following bids were read for the <br />electrical construction: <br />Dakota Electric Construction <br />Fritz Electric <br />Globe Electric <br />Modern Electric of F -M <br />Northern Electric Construction <br />Rickard Electric <br />$25,175.00 <br />25,600.00 <br />32,939.00 <br />32,488.00 <br />32,200.00 <br />30,300.00 <br />A bid for the electrical construction from Midwest Electric also did not indicate their contractor's <br />license number on the outside of the envelope. Mrs. Stanton moved and Mr. Larson seconded to proceed <br />with opening the bid envelope. The motion carried on roll call vote with 3 members voting "Aye <br />Mr. Wieland and Mr. Sondrall opposing. The Architect found that no certificate of license renewal number <br />was contained inside the bid envelope. Mrs. Stanton moved and Mr. Eckert seconded to discontinue opening <br />the bid of Midwest Electric. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the bids for the Courthouse North Wing Remodeling be <br />referred to the Architects for tabulation and a report to the Commission at the next regular meeting. <br />Motion carried. <br />Mrs. Stanton moved and Mr. Eckert seconded to approve the lease payment to the Cass County Building <br />Authority in the amount of $696,933.10. On roll call vote, the motion carried unanimously. <br />The States Attorney was asked to review an agreement with Philip J. Thompson for the Courthouse dome <br />artwork restoration. He suggested that the Commission delete the words referring to a maximum of 160 <br />hours on the project, since the County awarded the bid on the basis of $8,000.00 for the completion of <br />the project. Mrs. Stanton moved and Mr. Eckert seconded to approve the agreement for services as <br />corrected between Philip J. Thompson and Cass County for the restoration of Courthouse artwork. On roll <br />call vote, the motion carried unanimously. Commissioner Eckert and Scott Krueger were asked to inquire <br />about the scaffolding that will be required. <br />The Suggestion Box contained requests to change the employees' sick leave policy back to what it was <br />prior to the adoption of the revised Personnel Policy Manual. Mr. Wieland stated that he was not aware <br />that the benefits were reduced. Another suggestion was received pertaining to a day care center for <br />employees' children and a suggestion to pay employees twice per month. Mrs. Stanton felt that liability <br />insurance for a day care center would be too costly. The Commission has not changed the policy on the <br />monthly payroll period because of added costs that would be involved. <br />Ordelle Brua, County Auditor, requested permission to hi-re staff replacement for an employee in the <br />computer room who has resigned. The Commission suggested that the Auditor and Richard Offutt, Data <br />Processing Manager, discuss the position classification. Mr. Eckert moved and Mrs. Stanton seconded that <br />the County Auditor be authorized to fill the vacancy caused by the resignation of Linda Fiocchi. On roll <br />call vote, the motion carried unanimously. <br />The Board reviewed The Cass County Report <br />in agreement with Recommendation #4 on changing <br />major issue with the merchants. Recommendati <br />Mr. Hoy hopes will be implemented as soon as <br />delayed by the Commission. <br />On motion by Mr. Larson and seconded by Mr <br />on Justice. States Attorney Robert Hoy stated that he is <br />the procedure for processing bad checks, but it will be a <br />ons #5, #6 and #7 pertain to the use of computers, which <br />possible. Recommendation #8 on the staffing analysis was <br />Eckert, the meeting was adjourned. <br />
