PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MARCH 3, 1986 (MONDAY) <br />Chairman Alon Wieland called the meeting to order and upon roll call, all members were present. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Pars. Stanton moved and Mr. Larson seconded to approve the Application for a Raffle Permit submitted <br />by the North Dakota Jr. Polled Hereford Association on July 24, 1986, in Tulsa, Oklahoma, at the national <br />event. On roll call vote, the rnotion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the County Auditor be authorized to pay the <br />liability insurance through the National Sheriff's Association in the amount of $3,794.00 from the <br />Insurance Reserve levy. On roll call vote, the motion carried unanimously. <br />Mr. Ron Sahr appeared before the Board regarding remarks made by Commissioner Larson at the last <br />meeting proposing a gasoline tax in Cass County and revealing profits made by the gasoline industry. <br />Mr. Sondrall moved and Mr. Eckert seconded that the Chairman be authorized to sign the Right of Way <br />Certificate and the Construction and Maintenance Agreement for project CRS 0910(54) for bituminous <br />surfacing of the county road frorii Gardner east.' On roll call vote, the motion carried unanimously.. <br />Upon the recommendation of the States Attorney, Mrs. Stanton moved and Mr. Larson seconded to <br />proceed with the bidding process for artwork restoration in the Courthouse donee, with bids to be opened <br />at 9:30 A.M. on April 15, 1986. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to approve partial payment #2 to the T.F. Powers <br />Construction Company in the amount of $32,015.00, partial payment #5 to West Fargo Plumbing <br />Heating, Inc. in the amount of $13,680.00, and partial payment #4 to Dakota Electric Construction in the <br />amount of $19,260.00 for the Courthouse remodeling project. On roll call vote, the rnotion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to approve Change Order G -3 to the general contractor on <br />the Courthouse remodeling project callirLg for a change of insulation material. On roll call vote, the <br />rnotion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve Change Order G -4 to the general contractor <br />on the Courthouse remodeling project in the amount of $25,834.00 for work to be done in the area of the <br />computer center and the area of the County Court. On roll call vote, the rnotion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve Change Order G -5 to the general contractor <br />on the Courthouse remodeling project in the amount of $239.00 less, for removal of a door on the third <br />floor. On roll call vote, the motion carried unanimously. <br />Mr. Sondrall moved and Mr. Eckert seconded to approve Change Order E -2 to the electrical contractor <br />on the Courthouse remodeling project in the amount of $11,525.00 for work to be done in the area of the <br />computer center and the County Court area. On roll call vote, the notion carried unanimously. <br />Mr. Dori Hairnrast again appeared before the Board regarding Courthouse cleaning services, and he <br />proposed to supply three extra man -hours per day plus equipment and materials for the sum of $6.36 per <br />hour or $415.00 per month during the construction period. He requested that all employee complaints be <br />addressed to one central source, and the Commission suggested that department heads be notified to <br />contact Commissioner Sondrall if there is a problem in the future. Mrs. Stanton moved and Mr. Eckert <br />seconded to authorize Professional Window Janitor Service, Inc. to spend an additional three hours per <br />day at a cost of $6.36 per hour on a month by month basis, to be paid from the Extra Ordinary Outlay fund <br />and to be monitored by Scott Krueger. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton proved and Mr. Larson seconded to recess until 10:30 A.M. after a meeting of the Cass <br />County Building Authority. On roll call vote, the motion carried unanimously. <br />The meeting reconvened at 10:30 A.M. with Sheriff Don Rudnick being present to discuss <br />recommendations pertaining to his department from the Cass County Report. <br />Mrs. Stanton moved and Mr. Eckert seconded that Recommendation #9 for patrol and investigation <br />services to small villages is not practical at this time and that it not be implemented. On roll call <br />vote, the motion carried unanimously. <br />Recommendation #10 is to increase the fee for police services at special events. Mr. Larson moved <br />to increase the fee to $25.00 per hour. However, Sheriff Rudnick felt that some people may neglect to <br />hire a deputy to police a dance if the cost is too high but if a problem arises, the Sheriff's Department <br />would be required to respond at no reimbursement. The motion failed for lack of a second. Mrs. Stanton <br />moved and Mr. Eckert seconded that Recommendation #10 be tabled and reviewed again at budget tine.
