Center cleaning <br />contract with Alton <br />Johnson's to be <br />increased <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />FEBRUARY 18, 1986 <br />Chairman Alon Wieland called the meeting to order with four members present, Ray Larson being <br />absent. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Commissioner Sondrall reported that he discussed the Courthouse cleaning contract with Donald <br />Halrnrast of Professional Window and Cleaning, Inc., because of a complaint the Commission received last <br />week from District Court. Mr. Halrnrast was present to re- affirm his commitment to doing a good job at a <br />reasonable cost. He stated that he had no previous warning that there was a problem on the third floor, <br />but he intends to correct. it. He felt the Commission needs to decide if they would want the cleaning <br />service to spend additional time because of the remodeling at the Courthouse. Mr. Sondrall suggested <br />that Mr. Halrnrast report back to the Commission in two weeks with an estimate on the cost of additional <br />work due to the construction. <br />A hearing was held at 9:30 A.M. on the Fargo Moorhead Metropolitan Area Highway Plan Update. <br />Mr. Rick Lane from the Metropolitan Council of Governments submitted cost estimates of four alternatives <br />to improve access to the West Acres area and resolution of traffic congestion on 13th Avenue South. Mr. <br />Wieland stated that Jay Schmallen of the Fargo Chamber of Commerce Street and Highway Safety Committee <br />would like to address the County Commission next week on these cost alternatives. <br />A hearing was held at 10:00 A.M. on the Application for Abatement and Settlement of Taxes submitted <br />by Alice L. Petty. Upon the recommendation of the County Director of Tax Equalization, Mrs. Stanton <br />moved and Mr. Sondrall seconded that the abatement be approved as submitted. On roll call vote, the <br />motion carried unanimously. <br />A hearing was held at 10:00 A.M. on the Application for Abatement and Settlement of Taxes submitted <br />by Michael and Marlene Krabbenhoft. Mr. Sondrall moved and Mrs. Stanton seconded that the abatement be <br />denied as recommended by the County Director of Tax Equalization. On roll call vote, the motion carried <br />unanimously. <br />The Commission received a proposal from Phillip Thompson, Chairman of the Arts Department at <br />Augsburg College in Minneapolis, to restore the art work in the Courthouse rotunda at a cost of <br />$8,000.00. Mr. Wieland stated that the North Dakota Council of the Arts examined the proposal by <br />Mr. Thompson, and they highly recommend accepting his proposal. Mrs. Stanton moved and Mr. Sondrall <br />seconded to hire Phillip Thompson for the art work restoration in the Cass County Courthouse rotunda <br />area, the States Attorney and architect to draft a contract. On roll call vote, the motion carried <br />unanimously. <br />Upon the recommendation of the County Engineer, Mr. Eckert moved and Mrs. Stanton seconded that the <br />Road Department receive and file petitions for hard surfacing Cdunty Road 14 from County Road 81 to the <br />Horace Road. Motion carried. <br />County Engineer Don Richards presented the 1986 county road plan. Mr. Sondrall moved and <br />Mrs. Stanton seconded that the Board accept the road and bridge plan for 1986, as approved by the road <br />committee. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Cass County Commission adopt a resolution of <br />condolences to be sent to the family of the late Albert Cousins, a former Cass County Engineer. Motion <br />carried. <br />Mr. Eckert moved and Mr. Sondrall seconded to approve the application for a raffle permit for the <br />Kindred Viking Booster Club to be held on March 21, 1986, at the Kindred School. On roll call vote, the <br />motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded that the Chairman be authorized to respond to a letter <br />from Albin Olson of Fargo concerning his property taxes. Motion carried. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve Change Order G -2 in the amount of $1,915.00 <br />for concrete work in the Courthouse remodeling project. On roll call vote, the motion carried <br />unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded to receive and file a letter from Judge Michael McGuire <br />regarding the possibility of dedicating one of the County Court's hearing rooms or courtrooms in the <br />memory of a former County Court Judge, Paul M. Paulsen. Motion carried. <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file the correspondence from the <br />North Dakota Insurance Reserve Fund concerning noxious weed chemical overspray. Motion carried. <br />Scott Krueger, Administrative Assistant, reported that the budget for cleaning services at the <br />Juvenile Justice Center has not been increased in over four years. Mrs. Stanton moved and Mr. Eckert <br />seconded that the Commission increase the contract with Mr. and Mrs. Alton Johnson for cleaning the <br />Juvenile Center by the suns of $600.00 annually retroactive to January 1, 1986. On roll call vote, the <br />motion carried unanimously. <br />
