PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Scott Krueger furnished an updated list of unresolved items for the Commission's consideration. <br />Concerning the Cass County Report, Mrs. Stanton suggested reviewing it at regular Commission meetings; <br />and Scott Krueger was directed to invite department heads to attend the meeting individually when their <br />respective department is being discussed. <br />Mrs. Stanton reported that she and Scott Krueger are reviewing the Personnel Policy draft and will <br />furnish a revised copy. <br />Mrs. Stanton stated that she was informed that an employee in the States Attorney's Office is <br />chairman of Phil Watson's campaign for mayor of the City of Fargo, and she feels this is unethical <br />because the States Attorney and the Sheriff work closely with the City of Fargo. She stated that the <br />County has a good relationship with the City of Fargo, and she wanted it made clear that Cass County is <br />not supporting this candidate. She asked if the Commission would be willing to look at some policy on <br />this, and she intends to propose a policy next week. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman, Commissioner Larson and the States <br />Attorney draft a proposal calling for bids concerning the eventual sale of the Cass County Annex. On <br />roll call vote, the motion carried unanimously. <br />Mr. Sondrall reported that Brian D. Shorten was hired by the Fargo- Moorhead Metropolitan Council of <br />Governments to replace Vijay Sethi as Executive; Director. <br />On motion by Mrs. Stanton and seconded by" Mr. Eckert, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />FEBRUARY 25, 1986 <br />Chairman Alon Wieland called the meeting to order and upon roll call, all members were present. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br />A hearing was held on the Application for Abatement and Settlement of Taxes submitted by Beverly J. <br />Mitchell. Mrs. Stanton moved and Mr. Larson seconded that Abatement No. 3827 be approved as recommended <br />by the County Director of Tax Equalization. On roll call vote, the motion carried unanimously. <br />A hearing was held on the Application for Abatement and Settlement of Taxes submitted by Premier <br />Technology. Mr. Sondrall moved and Mr. Larson seconded that Abatement No. 3809 be approved as <br />recommended by the County Director of Tax Equalization. On roll call vote, the motion carried <br />unanimously. <br />Mr. William J. Woell appeared before the Board regarding his request two weeks ago for something in <br />writing from the Commission on their investigation of a matter in the Clerk of Court's Office. He <br />submitted a letter from himself directed to the Commission dated February 23, 1986. Discussion followed <br />after which it was agreed that Commissioner Stanton and Mr. Woell will go to the Clerk of Court's Office <br />and review both sides of the situation, and Mr. Wieland stated that he will respond to Mr. Woell in <br />writing by next Monday. <br />Mrs. Stanton moved and Mr. Larson seconded to receive and file the Cass County Historical Society <br />financial statement for the year 1985, as presented by Ken McIntyre. Motion carried. <br />Mr. Jay Schmallen, Chairman of the Fargo Chamber of Commerce Streets and Highways Committee, was <br />present and submitted written comments on the Metropolitan Council of Governments Metropolitan Area <br />Highway Plan Update. Mr. Larson moved and Mrs. Stanton seconded that the Cass County Commission not <br />support the 12th Avenue North bridge concept but support a bridge at 19th Avenue North instead. At the <br />call for the question, the motion failed with Mrs. Stanton and Mr. Larson voting "Aye Mr. Wieland, <br />Mr. Eckert and Mr. Sondrall opposing. <br />Mr. Larson moved and Mrs. Stanton seconded that the Cass County Commission not adopt the <br />Metropolitan Area Highway Plan Update. The motion failed with Mr. Larson and Mrs. Stanton voting "Aye <br />Mr. Wieland, Mr. Eckert and Mr. Sondrall opposing. <br />Mr. Eckert moved to adopt the Metropolitan Area Highway Plan Update as recommended by the Fargo <br />Chamber of Commerce. Mrs. Stanton seconded the motion for discussion but stated that the plan affects <br />more than County roads and bridges. Mr. Rick Lane from the Metropolitan Council of Governments stated <br />that by adopting the plan, the County is agreeing with the plan as it affects the County system. <br />Mr. Eckert withdrew the motion and Mrs. Stanton withdrew the second. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Cass County Commission adopt the Metropolitan <br />Council of Governments Metropolitan Area. Highway Plan Update endorsing Alternate #3 for Southwest Fargo; <br />endorsing the concept of a bridge in north Fargo with the understanding that further study be conducted <br />to determine the location; and endorsing the concept of a belt line around Fargo. On roll call vote, the <br />motion carried unanimously. <br />A proposal by Commissioner Larson on court reporting for Cass County Court was delayed at this time <br />until he receives input from the Judges. <br />6294 <br />Cass County Report <br />to be reviewed with <br />department heads <br />Personnel Policy disc <br />St. Atty.
