Serv. salaries <br />disc. <br />PROCEEDINGS OF THE it'9ARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mrs. Stanton moved and Mr. Larson seconded that the County Auditor pay the bill for the Employee <br />Assistance Program in the amount of $4,992.00 from the Hospitalization Insurance line item. On roll call <br />vote, the motion carried unanimously. <br />Scott Krueger provided the Commission with copies of a job description for the Administrative <br />Assistant to the Board of Cass County Commissioners /Director of Administrative Services. The Board will <br />review this hand -out for next Tuesday, and also the job description from Eide, Helmeke for the data <br />processing manager. <br />Scott Krueger reported that he called Thompson Roofing Company last week to temporarily repair the <br />roof of the Juvenile Justice Center, and they did some tests to determine a method for permanent repair. <br />The method they are recommending would require an architect's opinion on whether the building could <br />withstand the additional weight. There is also a problem with frost on the windows of that building. <br />Mrs. Stanton moved and Mr. Larson seconded to hire Architects Clark, Holman and Moorhead, at a negotiated <br />fee, to review the roof loads and window situation at the Juvenile Justice Center; and to make a <br />recommendation to the Board. On roll call vote, the motion carried unanimously. <br />Scott Krueger also reported on the air quality tests in the lower level of the Annex. The results <br />indicated that the amount of fibers per cubic centimeter were less than considered normal. Mr. Wieland <br />asked that the results be given to the Social Services Board and the Director, as well as being posted at <br />the Annex for all employees to observe, and to notify the employee who indicated there may have been a <br />problem; this information to be forwarded as quickly as possible. <br />Mr. Wieland asked Scott Krueger to remind employees of the meeting scheduled for this evening to <br />review the Personnel Policy Manual, and inviting their comments. <br />Correspondence was received from United States Senators Mark Andrews and Quentin Burdick <br />acknowledging the Commission's letter regarding the increase in bankruptcy cases affecting the collection <br />of property taxes. <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JANUARY 28, 1986 <br />Chairman Alon Wieland called the meeting to order with four members present, Ray Larson being <br />absent. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br />Upon the recommendation of the County Director of Tax Equalization, Mrs. Stanton moved and <br />Mr. Sondrall seconded that Abatements No. 3821 and No. 3823 for Charles J. McGurren be approved as <br />submitted. On roll call vote, the motion carried unanimously. <br />Upon the recommendation of the County Director of Tax Equalization, Mrs. Stanton moved and <br />Mr. Sondrall seconded that Abatement No. 3825 for Gregory P. Frederick be approved as submitted. On <br />roll call vote, the motion carried unanimously. <br />Upon the recommendation of the County Director of Tax Equalization, Mrs. Stanton moved and <br />Mr. Eckert seconded that Abatements No. 3817, 3818, 3819 and 3820 for Gail VanBuren be approved as <br />submitted. On roll call vote, the motion carried unanimously. <br />Sheriff Don Rudnick presented his annual report to the Commission, and they commended his <br />department on a good report. Mrs. Stanton moved and Mr. Sondrall seconded to receive and file the report <br />for 1985. Motion carried. <br />Mrs. Stanton moved and Mr. Sondrall seconded that Sheriff Don Rudnick be authorized to attend a <br />conference on February 25-28, 1986, in Georgia. On roll can vote, the motion carried unanimously. <br />Discussion was held on the print -outs of proposed 1986 salary increases for County employees. <br />Mrs. Stanton stated that she has a problem with the fact that several employees are not receiving any <br />kind of increase. There are three such people in the Road Department, and Mr. Eckert stated that County <br />Engineer Don Richards has explained the situation to these three employees and they understand that this <br />is a method to place them within the pay scale which the County has adopted. <br />Mrs. Stanton moved and Mr. Eckert seconded to approve the 1986 salary schedule for the County Road <br />Department employees, with the exception of Delano Dohman, Arlene Klug, and Dale Perman who are not <br />scheduled to receive a $30.00 per month minimum raise. The motion carried on roll call vote with three <br />members voting "Aye Mr. Sondrall opposing. <br />The County Auditor received a print -out of Social Services salaries yesterday from Tom Jensen, <br />County Social Services Director. Mrs. Stanton suggested that these salaries be reviewed by the <br />Administrative Assistant because there were some changes written in pencil. <br />
