<br />Mrs. Stanton stated that there are three employees from the Sheriff's Department and one employee
<br />from the States Attorney's Office who did not receive a minimum of $30.00 per month raise. Mrs. Stanton
<br />moved and Mr. Eckert seconded that Courthouse and Sheriff employees' salaries be approved according to
<br />the print -out dated January 21, 1986, with the exception of Dean Wawers, Geraldine Watland, Becky
<br />Lindstrom and Florence Bauer, who did not receive a minimum $30.00 per month raise; and excluding the two
<br />County Court Reporters. On roll call vote, the motion carried unanimously.
<br />Mr. Wieland questioned the Commissioners on what procedure to follow for reviewing the salaries of
<br />the nine persons excluded today. Mrs. Stanton suggested delaying it for two weeks. Regarding the
<br />salaries of the two County Court Reporters, Mrs. Stanton felt that the Commission needs to know how much
<br />time is actually spent on court reporting. This will be a major area for the Commission to consider.
<br />Mr. Eckert moved that the salaries of the three employees from the Road Department, the three
<br />employees from the Sheriff's Department and one employee from the States Attorney's Office be approved
<br />according to the print -out dated January 21, 1986. Mrs. Stanton seconded the motion for discussion
<br />purposes. Upon roll call vote, the motion failed with Mr. Eckert and Mr. Wieland voting "Aye
<br />Mrs. Stanton and Mr. Sondrall voting "No
<br />Mr. Sondrall moved that every County employee receive no less than a $30.00 per month increase.
<br />Mrs. Stanton seconded the motion for discussion and asked that the two County Court Reporters be
<br />excluded. Mr. Sondrall amended the motion that every County employee receive a minimum $30.00 per month
<br />increase, except the two County Court Reporters. Mrs. Stanton seconded the amended motion. Upon roll
<br />call vote, the motion failed with Mr. Sondrall and Mrs. Stanton voting "Aye Mr. Eckert and Mr. Wieland
<br />voting "No
<br />Mrs. Stanton made a proposal for elected officials and department heads salaries for 1986.
<br />Mr. Wieland stated that he discussed the proposed salaries with them individually, with the exception of
<br />the Social Services Director whose pay grade is established by the State. On the proposal for the
<br />Sheriff, Mr. Eckert felt that the pay grade should remain at Grade 4 rather than Grade 5, but he did not
<br />have a problem with the amount of salary increase. Regarding the proposed increase for the
<br />Administrative Assistant, Mr. Eckert stated that he understood the extra money that Scott Krueger
<br />received from the Cass County Building Authority was effective in April, 1985; and he suggested making
<br />the salary increase retroactive to April 1 instead of January 1, 1985, as proposed. No increase was
<br />proposed for the County Auditor because she receives additional compensation from the State Game and Fish
<br />Department for hunting and fishing licenses, but Mr. Sondrall felt that the Auditor should receive a
<br />minimum increase of $30.00 per month.
<br />Mrs. Stanton moved and Mr. Eckert seconded to approve 1986 salaries for the States Attorney,
<br />Sheriff, Treasurer, Clerk of District Court, Child Support Enforcement Director, County Engineer,
<br />Register of Deeds, Veterans Service Officer, Superintendent of Schools, Director of Tax Equalization and
<br />County Judges according to the schedule presented on this date. On roll call vote, the motion carried
<br />unanimously.
<br />Mrs. Stanton moved and Mr. Sondrall seconded that the salary for the Administrative Assistant be
<br />increased from $23,800.00 to $26,659.00, retroactive to January 1, 1985; with reimbursement to the Cass
<br />County Building Authority in the amount of $2,833.84 by March 31, 1986; and that he be raised one pay
<br />grade on the Novak Study to department head status. Upon roll call vote, the motion carried with three
<br />members voting "Aye Mr. Eckert voting "No
<br />Mr. Sondrall moved and Mrs. Stanton seconded that the County Auditor receive a $30.00 per month
<br />increase for a total of $31,380.00 annually. On roll call vote, the motion carried unanimously.
<br />Becky Balk, County Planner, and Fred Selberg, Chairman of the Cass County Planning Commission,
<br />stated that a public hearing was held on January 14, 1986, on the proposed Amended Platting Land
<br />Subdivision Regulations for Cass County, and it was approved by the Planning Commission. Mrs. Balk
<br />stated that the statutes give the County Board authority to establish a fee for publication of public
<br />hearings on plats.
<br />Mrs. Stanton moved and Mr. Eckert seconded that the Cass County Commission set a fee of $7.50 per
<br />line for the newspaper advertisement of public hearings for subdivisions in the rural areas. On roll
<br />call vote, the motion carried unanimously.
<br />Mr. Eckert moved and Mr. Sondrall seconded to adopt the "Amended Platting and Land Subdivision
<br />Regulations for Cass County, North Dakota On roll call vote, the motion carried unanimously.
<br />Discussion was held on the job description for the Data Processing Manager. Mr. Eckert suggested
<br />that this department be under the supervision of the Administrative Assistant rather than creating a new
<br />department. Mrs. Stanton felt that the department should operate independently. Mrs. Stanton moved and
<br />Mr. Sondrall seconded to approve the position title and job description for the Data Processing Manager,
<br />as outlined in a report dated January 24, 1986. On roll call vote, the motion carried unanimously.
<br />Mr. Sondrall moved and Mr. Eckert seconded to approve the Application for a Raffle Permit for the
<br />Brewer Lake Gun Club once each week from April 6, 1986 through June 30, 1986, at Erie, ND. On roll call
<br />vote, the motion carried unanimously.
<br />Correspondence was received from the Loss Control Manager of the Home Insurance Company indicating
<br />that all roads in Bonanzaville, U.S.A. should be snowplowed to allow entry of fire department and
<br />emergency equipment, if necessary. The Chairman asked Mr. Eckert to discuss the snow removal with
<br />Bonanzaville.
