<br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS
<br />JANUARY 14, 1986
<br />Chairman Alon Wieland called the meeting to order with four members present, Don Eckert being
<br />absent.
<br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as
<br />written. Motion carried.
<br />The Chairman introduced the newly hired data processing manager, Richard Offutt, who began
<br />employment with Cass County yesterday.
<br />Mrs. Stanton moved and Mr. Sondrall seconded to adopt Resolution No. 1986 -1 as presented by John
<br />Meyer, Veterans Service Officer, concerning cancellation of 1985 taxes for certain disabled veterans or
<br />widows of veterans with certain disabilities. On roll call vote, the motion carried unanimously. A copy
<br />of said resolution is on file in the office of the County Auditor.
<br />A certified letter was received from the, State Historical Society stating that their letter of
<br />December 9, 1985, notifying Cass County that a nomination of the Cass County Courthouse, Jail and
<br />Sheriff's Residence to the State Historic Sites Registry would be reviewed by the State Historical Board
<br />at its February 6, 1986 meeting. The notification letter was in error since the Board's meeting is
<br />scheduled for February 7th. Therefore, the nomination of the Cass County Courthouse, Jail and Sheriff's
<br />Residence to the State Historic Sites Registry has been rescheduled for consideration by the State
<br />Historical Board at its May 1 -2, 1986 meeting.
<br />Mrs. Stanton moved and Mr. Sondrall seconded to receive and file the two Indemnity Bonds on Lost
<br />Instrument for Sherrie Tank, and authorize the County Auditor to issue duplicate checks. On roll call
<br />vote, the motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Larson seconded to receive the check from the Office of the Attorney
<br />General in the amount of $203.98 for Cass County's share of gaming taxes, and refer it to the Sheriff's
<br />Department for enforcement of the State's gaming laws. On roll call vote, the motion carried
<br />unanimously.
<br />Mr. Sondrall moved and Mr. Larson seconded to grant a leave of absence without pay for Karen
<br />Egeberg, who is on maternity leave, as outlined by the States Attorney. On roll call vote, the motion
<br />carried unanimously.
<br />The County Auditor reported that taxes for the years 1981, 1982, 1983 and 1984 are delinquent on
<br />property in Woodruff's Addition to the City of Fargo on which Dianne J. Dunkirk owns a garage and has
<br />possessory interest in the land through an easement with the City of Fargo. Mrs. Stanton moved and
<br />Mr. Sondrall seconded that the Chairman be authorized to sign Resolution No. 1986 -2 extending the unpaid
<br />taxes as a lien on any real estate owned by the tax debtor, or which he /she may thereafter acquire. On
<br />roll call vote, the motion carried unanimously. A copy of said resolution is on file in the office of
<br />the County Auditor.
<br />A public hearing was held at 9:30 A.M. on the Community Development Block Grant application for
<br />rural housing rehabilitation. The Chairman asked for any comments, and there were none. Mrs. Stanton
<br />moved and Mr. Larson seconded to approve the Community Development Needs Assessment and the concept of
<br />homeowner contribution, as presented by Claudia Frederick from the Lake Agassiz Regional Council. On
<br />roll call vote, the motion carried unanimously.
<br />Mr. John Welton and Glenn Ellingsberg, County Safety Director, appeared before the Board regarding
<br />a safety program. They expressed three areas of concern, these being the need for a safety manual, the
<br />disposal of unused equipment in storage areas, and a recommendation that an area be set aside for the
<br />custodians.
<br />Mrs. Stanton moved and Mr. Sondrall seconded that Glenn Ellingsberg be authorized to publish a Cass
<br />County Safety Manual at an estimated cost of $250.00, to be paid from the County Contingency Fund. On
<br />roll call vote, the motion carried unanimously. Mrs. Stanton suggested printing a publication date on
<br />the manual.
<br />Mrs. Stanton moved and Mr. Larson seconded that Glenn Ellingsberg be authorized to institute a
<br />program to eliminate obsolete and unused items in the County buildings. On roll call vote, the motion
<br />carried unanimously.
<br />Concerning space for the custodians, John Welton suggested that the County add a workshop and
<br />storage area on the north or west side of the present garage located north of the County Jail.
<br />Courthouse remodeling plans show a space for the custodians in the basement of the north addition, which
<br />is presently the lunch counter area. Alton Johnson, head custodian, felt he would prefer the garage
<br />concept due to the nature of their work. Mr. Welton felt the cost would be quite minimal, and the
<br />Commission stated that the space in the basement of the north addition could certainly be used for
<br />another purpose. Mr. Wieland questioned the need to hire an architect for an addition to the garage, and
<br />the States Attorney stated that it would not be necessary if the cost is under $25,000.00. Mrs. Stanton
<br />moved and Mr. Larson seconded that Scott Krueger, Adminstrative Assistant, obtain estimates on expanding
<br />the maintenance facilities, and to report back to the Commission within 30 days. On roll call vote, the
<br />motion carried unanimously.
