Asst. auth. to <br />attend MN Assn. of <br />Counties annual mtg. <br />St. Atty. criticized <br />for article in <br />The Forum re: action <br />of Building Auth. <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />One bid was received from the Knight Printing Company for primary, general and special election <br />supplies. Mrs. Stanton moved and Mr. Larson seconded that the bid be referred to the County Auditor for <br />evaluation and recommendation. On roll call vote, the motion carried unanimously. <br />Architect Richard Moorhead and Scott Krueger reported on the Courthouse construction and remodeling <br />project. The Commission agreed with the architect to follow the color scheme for the remodeling and the <br />south addition that was established in the north addition, with one exception being a slight change in <br />the carpeting. Scott Krueger stated that a meeting will be held with all of the department heads in <br />about one week to inform them of time frames concerning their departments. The Regional Child Support <br />Unit needs to have the Building Committee address a change in their space needs at this time. <br />Mr. Sondrall moved and Mr. Larson seconded that the Maintenance Department's pickup be repaired at <br />Champion Auto at a cost of $1,300.00 with a 12,000 mile or one -year guarantee, this to be paid from the <br />Courthouse Maintenance budget item. On roll call vote, the motion carried unanimously. <br />Sheriff Don Rudnick reported on results of a Salary Review Committee survey. He stated that the <br />survey indicates that County employees would like to see the number of committee members increased, with <br />representation from each department. Mr. Larson suggested that two more employees be selected to serve <br />on the committee, but Mrs. Stanton asked that no decisions be made until Commissioner Eckert is present. <br />Sheriff Rudnick also stated that the Commission has not finalized employee salaries for 1986, and <br />he recommended that they make a decision on all of those which are in question. The Chairman suggested <br />that the Commissioners review the print -out from the Sheriff, and the matter was placed on the agenda for <br />next Tuesday. <br />The roof of the Juvenile Justice Center leaked water into the building this past weekend, <br />shorting -out the Child Support Enforcement Unit's computer system. The Commission felt that drainage and <br />inadequate insulation are the problems. The States Attorney was in agreement that this would be <br />considered an emergency situation. Mrs. Stanton moved and Mr. Larson seconded that Scott Krueger be <br />authorized to contact local roofing companies for proposals to repair the roof on a short -term basis and <br />a long -term basis, and to correct the heat loss problem. On roll call vote, the motion carried <br />unanimously. Insurance claims have been filed, and Mr. Krueger stated that he was advised by Bob Dawson <br />of Dawson Insurance Agency to take whatever steps are necessary in the meantime to repair the damages. <br />Mr. Larson moved and Mr. Sondrall seconded that Vouchers No. 60,636 through No. 60,827 be approved <br />and ordered paid. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to receive and file the following Officer's Reports for <br />December, 1985: On roll call vote, the motion carried unanimously. <br />Clerk of Court <br />County Court$2.34 <br />Register of Deeds <br />Sheriff$ 8,027.25 <br />Veterans Service Office <br />5,470.00 <br />$13,301.70 <br />The Administrative Assistant and the County Auditor submitted a print -out with 1985 year -end <br />balances showing that the County ended the year in extremely good financial condition. Mr. Wieland <br />stated that this Commission has worked hard toward achieving this, along with the department heads and <br />other elected officials of the County. <br />Mr. Larson moved and Mrs. Stanton seconded that the County Auditor be authorized to release the <br />following amounts held in the Reserve Fund for re- payment of the 0% interest loan to the State of <br />North Dakota: Jail $42,118.80, Health $156,628.28, County Poor- $208,775.85. On roll call vote, the <br />motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that Scott Krueger be authorized to attend the <br />Minnesota Association of Counties meeting in Minneapolis, on January 27, 28 and 29, 1986. On roll call <br />vote, the motion carried unanimously. <br />Mrs. Stanton criticized the States Attorney about an article published in The Sunday Forum where he <br />questioned an action of the Cass County Building Authority. She asked that he bring such matters to the <br />Board's attention at a Commission meeting. Robert Hoy, States Attorney, stated that the criticism he had <br />was of the Cass County Building Authority, and he made an effort to speak with members of that Board <br />without doing it at a public meeting. He stated that he was not contacted by the news media until after <br />he talked to members of the Building Authority. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />
