PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />JUNE 4, 1985 <br />The meeting was called to order by Vice Chairman Alon Wieland and four members were present, Ray <br />Larson being absent. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />The Board convened as the County Board of Tax Equalization. Clarence Miller, County Director of <br />Tax Equalization, presented recommendations to equalize the assessments for 1985. Present was Mapleton <br />Auditor Thomas Posey, Leonard Mayor John Heuer, Riverside Auditor Lois Cusick and Fargo City Assessor, <br />Floyd Buerkley. <br />The first order of business was the equalization of cities. Clarence Miller recommended changes <br />in all assessments for the City of Leonard because they reduced their assessments by 25% across the <br />entire city. Mr. Miller stated that some of the older homes may be over assessed at this time, and John <br />Heuer was in agreement. <br />Upon the recommendation of Clarence Miller, Mrs. Stanton moved and Mr. Sondrall seconded to <br />increase all assessments in the City of Leonard to the 1984 values, an increase of 33.3 and to order a <br />reassessment of all property in Leonard for 1985 to be completed by October 1, 1985. Upon discussion, <br />Mr. Eckert questioned ordering a reassessment at this time, and Mr. Miller stated that the City of <br />Leonard could do the reassessing at their 1986 local equalization meeting but he would still recommend <br />the 33.3% increase for 1985. At the call for the question and upon roll call vote, the motion carried <br />with all members present voting "Aye <br />The second order of business was the equalization of townships. No one was present to protest <br />their assessment. Upon the recommendation of Clarence Miller, Mr. Sondrall moved and Mrs. Stanton <br />seconded to increase all agricultural assessments in Clifton, Raymond and Rich Townships by 4.2% and in <br />Warren Township by 5.2 Upon roll call vote, the motion carried with all members present voting "Aye <br />Upon the recommendation of Clarence Miller, Mrs. Stanton moved and Mr. Eckert seconded to reduce <br />all agricultural land assessments in the entire County by 14% for 1985. Upon roll call vote, the motion <br />carried with all members present voting "Aye <br />On motion by Mrs. Stanton and seconded by Mr. Sondrall, the Vice Chairman declared the County Board <br />of Tax Equalization adjourned for 1985. <br />The Board reconvened as the County Board of Commissioners. <br />A letter was received from Robert Hoy, States Attorney, on the Board's question last week whether <br />the County would have to advertise for bids for consultants to develope a new County budget format. Due <br />to the absence of the Chairman, Mr. Wieland recommended post poning any action on the proposal of <br />Henderson, Young and Company; and to place it on the agenda again for next week. <br />Commissioner Eckert presented a request from Steve Grindberg, County Road Superintendent for <br />additional part -time employees. However, Mr. Grindberg was questioning how many hours a part -time <br />employee can work without the County paying benefits. Mr. Wieland stated that the County would have to <br />pay whatever benefits are required by the Federal Government. Mr. Eckert moved and Mr. Sondrall seconded <br />that Steve Grindberg be allowed to hire up to eight part -time employees at $5.50 per hour but to receive <br />no benefits which are determined by the County Board for County employees. On roll call vote, the motion <br />carried unanimously. <br />Correspondence from the Office of State Tax Commissioner, regarding salary requirements set by the <br />1985 Legislature for county state's attorneys, was referred to Scott Krueger, Administrative Assistant, <br />for clarification. <br />Mrs. Stanton moved and Mr. Sondrall seconded to approve an additional $85.00 to Camrud -Foss <br />Construction Company to replace the sidewalk on the south side of the Courthouse, according to City of <br />Fargo specifications. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to approve out of state travel for Gilbert Engel and <br />Beverly Bohn, County Social Services employees, to travel to Bemidji, Minnesota, on June 24, 1985. On <br />roll call vote, the motion carried unanimously. <br />Mr. Eckert reported on a grasshopper problem in the road ditches in the Leonard and Durbin areas. <br />A majority of the Commission felt that the County should not become involved in spraying for grasshoppers <br />because other areas may also need assistance for grasshopper control or other insects, and the costs <br />could become prohibitive. He stated that the North Dakota Extension Service is willing to cooperate with <br />these areas by doing a survey of the extent of the problem and providing information on controlling it. <br />Upon the request of Sheriff Don Rudnick, the Vice Chairman appointed Commissioners Stanton and <br />Eckert to work with the Sheriff on a committee to study changes in wage and hour laws. <br />Mrs. Stanton moved and Mr. Eckert seconded that the Chairman be authorized to sign the Sworn <br />Statement in Proof of Loss for an insurance claim in the amount of $2,215.16 for electrical repair during <br />the power outage in the Courthouse addition last March.
