Restrictions <br />disc. on C9 <br />Cthse. parking lot- <br />disc. on enforcement <br />by Shff instructed <br />to req. assistance <br />from Fargo Police Dpt <br />Dr #40 R /W- -Quit <br />Claim Deed auth. <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Eckert moved and Mrs. Stanton seconded to approve the Application for a Raffle Permit for the <br />Red River Valley Horseless Carriage Club on the date of May 19, 1985, at the Red River Valley <br />Fairgrounds. On roll call vote, the motion carried unanimously. <br />Mr. Wieland reported on a meeting of the newly appointed Salary Review Committee. He stated that <br />they will be meeting regularly on Friday mornings at 8:00 A.M. for the next two -three weeks to become <br />acquainted with the responsibilities of this committee. The committee will only make recommendations to <br />the Board of County Commissioners, who will make the final decisions. <br />Mr. Wieland moved and Mrs. Stanton seconded that the Salary Review Committee be authorized to <br />distribute a questionnaire, which will be confidential, to all Department Heads and County employees. <br />Motion carried unanimously. <br />Concerning problems with the parking situation at the Courthouse during cold weather, Mr. Wieland <br />moved and Mr. Eckert seconded that the south side of the parking lot north the County Jail be used for <br />employee parking, but that the north side be used for the general public. Motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded that the District Court Referee's Office be moved from <br />the first floor to the third floor of the Courthouse. Motion carried. Mr. Larson and Mrs. Stanton <br />agreed to look into the matter of whether the States Attorney or the Veterans Service Officer will be <br />given the office space being vacated by the Referee. <br />It was agreed that Mrs. Stanton, Mr. Wieland and Scott Krueger will meet whenever necessary to <br />discuss proposed legislation. <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign the extension <br />on Community Development Block Grant funds for the Kindred True Value Hardware. On roll call vote, the <br />motion carried unanimously. <br />On motion by Mr. Eckert and seconded by Mr. Wieland, the meeting was adjourned. <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />FEBRUARY 26, 1985 <br />Chairman Ray Larson called the meeting to order and upon roll call, all members were present. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Upon the recommendation of Steve Grindberg, County Road Superintendent, Mr. Eckert moved and <br />Mrs. Stanton seconded to accept all bids for yearly Road Department supplies and gasoline for the <br />Sheriff's Department with the understanding that any company participating in the sale of these supplies <br />must meet the low bid price for that item according to a schedule and letter to be sent to each bidder. <br />On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mrs. Stanton seconded to approve the agreement with the City of North River to <br />install lighting at the intersection of County Roads 31 and 20, pending approval of the States Attorney. <br />On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Wieland seconded that the Chairman be authorized to sign the Resolution <br />accepting the low bid of F -M Asphalt, Inc. in the amount of $693,448.45 for the County Road 5 project <br />from County Road 26 to the Traill County line. On roll call vote, the motion carried unanimously. <br />Steve Grindberg reported that he has been receiving some calls on the condition of County Road 9 at <br />Durbin, and he informed the Commission that he may have to put road restrictions on that road due to <br />recent thawing. <br />Sheriff Don Rudnick appeared before the Board regarding enforcement of the parking regulation that <br />the Commission adopted last week for the Courthouse parking lot north of the Jail. Mr. Wieland moved and <br />Mrs. Stanton seconded to send a letter from the Commission signed by the Chairman and the Sheriff to <br />Department Heads telling them to inform all of their employees of the parking restrictions which will <br />terminate with construction on a south addition; that a warning will be placed on a car the first time a <br />violation occurs, and the second time there will be a personal citation in the amount of $10.00. <br />However, Mr. Wieland amended his motion to send a letter to the Fargo Police Department requesting them <br />to assist the County with ticketing cars that are parked illegally in the Courthouse parking lot. <br />Mrs. Stanton seconded the amended motion, and it carried unanimously upon roll call vote. <br />Robert Hoy, States Attorney, stated that in the early 1900's the County obtained right of way for <br />Drain 40, and the owner of the property described as part of Lots 4 and 5, Block 6, Village West Second <br />Addition to the City of Fargo needs to have the County sign a Quit Claim Deed for construction purposes. <br />Mr. Wieland moved and Mr. Sondrall seconded to approve signing a Quit Claim Deed upon receipt of a letter <br />from the Chairman of the Southeast Cass Water Resource District stating that they have no objections. On <br />roll call vote, the motion carried unanimously. <br />
