Miller <br />Fargo, ND <br />Richard E. <br />Fargo, ND <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />rourp.q. co <br />Olson <br />8913 <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />JANUARY 8, 1985 <br />Chairman Larson called the meeting to order and upon roll call, all members were present. <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Jon Ness from the Fargo- Moorhead Metropolitan Council of Governments introduced Mrs. Becky <br />Balk, and he stated that the Cass County Planning Commission recommended this morning to hire her as <br />part -time County Planner. $5,000.00 was appropriated in the 1985 County budget. She would be located in <br />the Metropolitan Council of Governments office, and they would be furnishing about $3,000.00 worth of <br />technical assistance. Mr. Eckert moved and Mr. Sondrall seconded to approve the hiring of Mrs. Becky <br />Balk as part -time County Planner for 1985. On roll call vote, the motion carried unanimously. She will <br />begin work on January 14th. <br />Mr. Eckert moved and Mrs. Stanton seconded that the Chairman be authorized to sign the <br />advertisement for bids for annual Road Department supplies. On roll call vote, the motion carried <br />unanimously. <br />A delegation was present from the Prosper area and presented petitions with 110 signatures <br />requesting County Road 22 to be graded and blacktopped from County Road 17 approximately 5 miles west. <br />Spokesmen for the group were Ken McIntyre and Charles Bowman, Board Members of the Prosper Elevator. <br />Mr. McIntyre stated that the Prosper area is prepared to furnish the right of way for this road without <br />cost to the County. He stated that there are about 2,100 trucks per year traveling on that road. Steve <br />Grindberg, County Road Superintendent, stated that work will begin on the 1986 proposed road program in <br />the next two weeks. It is not known at this time whether this stretch of road will be scheduled on the <br />1986 program. <br />Mrs. Stanton moved and Mr. Wieland seconded to receive and file the petitions to grade and blacktop <br />County Road 22 west of County Road 17, and that they be referred to the committee which will be setting <br />the priorities for the County road projects. On roll call vote, the motion carried unanimously. <br />The Commission discussed hiring a County Engineer. Mr. Larson suggested waiting until the Task <br />Force on the County Government Study begins. Steve Grindberg felt that the County does need to hire an <br />engineer, but he stated that the County will still have to let contracts for design engineering on bridge <br />projects but there will be Federal reimbursement. The Chairman asked Mr. Grindberg to see how much the <br />County spent during 1983 and 1984 for engineering services. <br />Mrs. Stanton moved and Mr. Eckert seconded that Chairman Larson be authorized to sign a letter to <br />the Farmers Home Administration indicating that the sanitary sewer project at Chaffee, North Dakota, is <br />consistent with the plans of Cass County. On roll call vote, the motion carried unanimously. The <br />project was approved by the Cass County Planning Commission at their regular meeting on January 8th, and <br />the letter was signed by Chairman Roy Pedersen. <br />Upon the request of John Meyer, Veterans Service Officer, Mrs. Stanton moved and Mr. Sondrall <br />seconded to authorize the Chairman to sign the following resolution: On roll call vote, the motion <br />carried unanimously. <br />BE IT RESOLVED, that the provisions of Section 57 -02- 08(20) North Dakota Century Code and in <br />accordance with the applications for the following and the showing by the Auditor's Worksheet in <br />compliance with the statute that the unpaid taxes for the year 1984 be cancelled and that the County <br />Auditor and County Treasurer be hereby directed to take such action as required to accomplish the <br />cancellation of said taxes of record to the extent listed below: <br />NAME AND DESCRIPTION OF AMOUNT OF <br />ADDRESS ASSESSED PROPERTY TAXES CANCELLED <br />CITY OF FARGO <br />Arthur Lewis Asp Corrective Plat <br />Fargo, ND Lot 6, Block 1 <br />Donald 0.
