<br />Mr. Wieland stated that the deadline for submitting bills to the North Dakota Legislature is
<br />January 28th. Discussion was held on methods of obtaining the weekly legislative report on proposed
<br />bills affecting counties. The Commission plans to meet on Saturday, January 19th, and on several
<br />Saturdays thereafter to discuss proposed bills.
<br />Scott Krueger stated that Richard Moorhead, Architect for the proposed south addition to the
<br />Courthouse, requested authorization to hire Houston Engineering to do a site survey at a cost of
<br />$1,500.00. The matter was referred to Mr. Wieland for further details.
<br />Appointment to the North Cass Water Resource Board was delayed until Mr. Eckert and Mr. Wieland can
<br />investigate further.
<br />Mr. Jim Thoreson again appeared before the Board representing 39 County employees, who are not
<br />members of the North Dakota Public Employees Retirement System, requesting that they be allowed to
<br />contribute 4% of their salary, to be matched by 4.75% by the County, to the National Association of
<br />Counties (NACo) Deferred Compensation Plan. The Commission previously received a letter from the States
<br />Attorney requesting that the NACo Program be considered for all County employees, but Mr. Thoreson
<br />suggested allowing the 39 employees to be on the program effective in February, 1985, and to form a
<br />committee to look into the feasiblity of all County employees changing to the NACo Program. Mrs. Stanton
<br />felt that the County owes these people the same treatment as those who are on the State retirement plan.
<br />Mr. Wieland agreed that these employees are entitled to receive matching funds, and he felt that two
<br />plans would be feasible but he would not consider any more than that. Chairman Larson also was in
<br />agreement but suggested giving consideration to a private firm or establishing a County group plan. He
<br />asked that the matter be delayed one week further, and that the decision be made next Tuesday.
<br />Jim Thoreson asked if the Commission intends to continue the Salary Review Committee, which acted
<br />in an advisory capacity to the County Commission. The Board was in agreement for the employees to hold
<br />an election to select three representatives and two alternates. The Committee will also consist of three
<br />Department Heads, and Mr. Larson suggested that both Commissioners Wieland and Stanton represent the
<br />Commission.
<br />Mr. Eckert moved and Mr. Sondrall seconded to purchase 60 Cass County Atlases for $59.00 each, to
<br />be sold at $65.00 each, from the Midland Atlas Company. On roll call vote, the motion carried
<br />unanimously. The County will receive 25 free atlases with the purchase of 60.
<br />Mr. Eckert moved and Mr. Sondrall seconded that Vouchers No. 50,507 through No. 50,823 and Vouchers
<br />No. 50,829 through No. 50,833 and Revenue Sharing Vouchers No. 440 and No. 441 be approved and ordered
<br />paid. On roll call vote, the motion carried unanimously.
<br />Ordelle Brua, County Auditor, presented a year -end report of the County's financial condition. Out
<br />of all funds, she reported that $621,353.00 was not spent.
