Braaten, Casselton City Auditor, regarding Cass <br />County's recent letter to the North Dakota Congressrnen and State Officials regarding the use of <br />Community Development Block Grant funds. Mr. Braaten expressed a different view than the <br />Commission's on the regulations and the pay-back requirements. Mr. Wieland was requested to respond <br />to Mr. Braaten's letter. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to approve the Application for a Raffle Permit for <br />the Red River Valley International Appaloosa Horse Club on the date of August 19, 1984, at the Red <br />River Valley Fairgrounds. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to sign a letter addressed to the State Auditor's <br />Office dated May 16, 1984, relating to the audit presently being conducted in Cass County by the <br />State Auditor's Office. On roll call vote, the motion carried unanimously. <br /> <br />Committee reports were given. <br /> <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MAY 29, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br /> <br />Mr. Eckert reported that the County Road Superintendent received a request from the Mapleton <br />Jaycee's to have a bicycle race on County Road 10 between Mapleton and Casselton in September. The <br />Commission suggested that this request be made in writing with an outline of how they plan to handle <br />the traffic, and that the matter be discussed with the County Sheriff. <br /> <br />Scott Krueger, Administrative Assistant, stated that he was approached by a group of County <br />employees requesting a change in County offi<:e hours during the summer months to be 7: 30 A. M. -4: 30 <br />P.M. Mr. Larson moved and Mr. Eckert seconded to change the County office hou rs from 7: 30 <br />A.M.-4:30 P.M. during the summer months beginning on June 4, 1984. However, a question was raised <br />on the effect this might have on the Court systems in the Courthouse. The motion and second were <br />withdrawn. Mr. Krueger was requested tg ask' the County Department Heads to poll their employees to <br />see if a majority of them are in favor of the proposed change, and to report back next Tuesday. <br /> <br />Mr. Krueger discussed proposed bid specifications for mechanical systems maintenance at the Cass <br />County Courthouse, Jail, Detention Center and Annex. After eliminating two items of concern by the <br />States Attorney on the specifications, Mr. Larson moved and Mr. Eckert seconded to authorize the <br />advertisement for bids for Cass County Environmental Systems and Fire Safety Equipment Maintenance. <br />On roll call vote, the motion carried unanimously. <br /> <br />The Commission reviewed the schedule of public meetings to be held throughout the County by <br />the Commissioners and the Administrative Assistant for the purpose of presenting information on the <br />proposed 20 Year Road Repair and Construction Program. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded to authorize Mr. Krueger to spend up to $5,000.00 <br />from the County's Promotional Advertising Fund for informational advertising through radio, television <br />and newspapers on the road mill levy question which will be on the June 12th Primary Election ballot. <br />On roll call vote, the motion carried unanimously. <br /> <br />A decision was delayed until next week on sending one Commissioner or the Administrative <br />Assistant to the National Association of Counties conference in Seattle, Washington. <br /> <br />Mr. Marv Witt from the Red River Valley Fair Association presented applications for permits at the <br />Grandstand for two concerts and for activities during the 1984 fair. <br /> <br />Mr. Larson moved and Mr. Sond rail seconded to approve the Application for Dance Permits by <br />Plains Entertainment and the Red River Valley Fair Association on the dates of June 24 and June 30, <br />1984, at the Grandstand. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to approve the Application for Dance Permits by the <br />Red River Valley Fair Association for concerts at the Grandstand during the week of July 12-17, 1984. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to receive and file the Indemnity Bond on Lost <br />Instrument for Ann D. Johnson, and authorize the County Auditor to issue a duplicate check. On roll <br />call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to receive and file the letter from Congressman <br />Byron L. Dorgan acknowledging the Cass County Commission's letter of April 24, 1984, concerning <br />Community Development Slock Grant funds.
