<br />. Mr. Larson moved and Mr. Sondrall seconded to deny the leasing of the Red River Valley
<br />Fairgrounds property for a zoo until such time that they show fiscal responsibility to take care of
<br />the operation for the next 10-20 years. However, Mr. Wieland felt that such action by the
<br />Commission is not appropriate at this time. He stated that the Red River Valley Fair Association
<br />asked for comments from the Commission, and he suggested expressing concerns to the Fair Board
<br />: on the financing of the operation and that no mortgages or liens should go against the County
<br />property.

<br />, Discussion continued on the motion. Mr. Misheski presented a packet of information containing
<br />.a 1984 and' '1985 proposed budget for the zoo and 1985 animal maintenance cost along with copies of
<br />letters of support for the zoo.
<br />
<br />The Commission decided to refer the issue on the zoo back to the Red River Valley Fair
<br />Association. Mr. Wieland stated that they are well aware of the Commission's actions. Mr. Larson
<br />withdrew his motion and Mr. Sondrall withdrew his second.

<br />Mr. Larson moved and Mr. Eckert seconded to receive and file the Indemnity Bond on Lost
<br />Instrument for Stanley Township and authorize the County Auditor to issue a duplicate check. On
<br />roll call vote, the motion carried unanimously.

<br />Mr. Wieland moved and Mr. Larson seconded that the County Auditor and the Administrative
<br />Assistant be authorized to go to Minot, North Dakota, next week to observe the operation of the
<br />voting system for their city election, which is the same voting system recently purchased by Cass
<br />County. On roll call vote, the motion carried unanimously.

<br />Jim Thoreson from the Cass County Sheriff's Department presented five Applications for
<br />Special Permit to Sell Alcoholic Beverages at a Special Event at Designated Premises, all events to
<br />be held at the Red River Valley Fairgrounds. Mr. Larson moved and Mr. Eckert seconded that the
<br />County Auditor be authorized to sign the Special Permits for a Tractor and 4-wheel drive
<br />pickup pull on the date of April 13 and 14, 1984; for an IRA Rodeo and public dance on May 11
<br />and 12, 1984; for Red River Valley Fair grandstand events on July 12, 13, 14, 16 and 17, 1984; for
<br />the Red River Valley Fair in the Pizza Building on July 12, 13, 14, 16 and 17, 1984; and for the
<br />Big I ron Show on September 11, 12 and 13, 1984. On roll call vote, the motion carried unanimously.

<br />Mr. Larson moved and Mr. Wieland seconded to approve two Dance Permit Applications for the
<br />IRA Rodeo on May 11 and 12, 1984 , and the NDSU West High Rise Dormitory on May 5, 1984, both
<br />at the Commercial Building, Red River Valley Fairgrounds. On roll call vote, the motion carried
<br />unanimously.

<br />Chairman Stanton called the meeting to order with four members present, Ray Larson being
<br />absent.
<br />
<br />Mr. Eckert moved and Mr. Wieland seconded that the minutes of the previous meeting be
<br />approved as written. Motion carried.
<br />
<br />The Chairman read letters from the Chaffee~Lynchburg Farmers Elevator and the Prosper
<br />Farmers Co-operative Elevator encouraging and supporting the concept of a referendum on the
<br />issue of a mill levy for the County road and bridge fund. These letters are in response to a
<br />presentation made to the Commission last week by the County Road Superintendent and the
<br />Administrative Assistant on the condition of Cass County's .roads and bridges'.

<br />Steve Grindberg, County Road Superintendent, received a Notice of Letting from the State
<br />Highway Department for bridge replacement in Sections 14-23, Noble Township, to be held on
<br />April 27, 1984, at 9:30 A.M. This project will be on a matching basis with the Federal
<br />Government paying 80% and the County paying 20%. Sixty percent of Cass County's share will be
<br />reimbursed by the North Cass Water Resource District.

<br />Mr. Grindberg reported that a bridge between Sections 7-8, Addison Township, and a
<br />bridge between Sections 24-19, Raymond-Reed Townships, were destroyed because of high water
<br />and ice problems. He estimated that it would cost about $15,'000.00 to repair the bridge in
<br />Addison Township. He stated that he will be discussing the possibility of eliminating the bridge
<br />between Raymond-Reed Township with the respective township boards, and will come back with a
<br />recommendation to the Commission.
