<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />Chairman Stanton called the meeting to order and upon roll call, all members were present.
<br />
<br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be
<br />approved as written. Motion carried.
<br />
<br />Upon the recommendation of the County Road Superintendent, Mr. Larson moved and Mr.
<br />Sondrall seconded that the Chairman be authorized to sign the agreement with the State Highway
<br />Department for 70% matching funds for traffic safety signs, Cass County's share being $321.79. On
<br />roll call vote, the motion carried unanimously.
<br />
<br />Steve Grindberg, County Road Superintendent, reported that road restrictions have been
<br />placed in effect on County roads, but requests have been made for special permits to haul heavier
<br />loads in spite of the restrictions. Mr. Grindberg and the Commission agreed that it would not be
<br />advisable to issue special permits.
<br />
<br />Scott Krueger, Administrative Assistant, presented a graph on allocations of Federal Aid
<br />Secondary funds and incentive funds for qualifying counties who have approved an
<br />excess road levy.
<br />
<br />Mr. I rv Rustad from the Lake Agassiz Regional Council appeared before the Board regarding
<br />an application for Community Development Block G rant funds in the amount of $30,000.00 for the
<br />unincorporated area of Chaffee for a sewer lagoon project. A letter was recieved from the Maple
<br />River Water Resource District requesting the County Commission's approval of this application for
<br />assistance.

<br />Mr. Larson moved and Mr. Wieland seconded that the Chairman be authorized to sign a
<br />resolution to sponsor Chaffee in their application for Community Development Block Grant funds for
<br />a sewer project. On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Rustad requested a meeting with two of the Commissioners and the Administrative
<br />Assistant to work on negotiating some terms with the Kindred True Value Hardware in their
<br />application for Community Development Block Grant funds which the County Commission agreed to
<br />sponsor at their last meeting. Commissioners Don Eckert and Ray Larson were selected along with
<br />Scott Krueger, and a meeting was tentatively set for Monday, March 12th, with any decisions that
<br />need to be made being brought back to the full Board.

<br />Discussion was again held on the proposed zoo at the Red River Valley Fairgrounds.
<br />Mr. Wieland suggested holding a public hearing on the matter, and discussion followed on whose
<br />responsibility it would be to schedule a hearing. Correspondence was read from Lloyd E. Anderson,
<br />a resident of North Fargo, and from Dayton Byram of Wheatlanct, both expressing concern that they
<br />would not like to have this zoo end up as a burden to the taxpayers of this County in the event it
<br />is not self-supporting.

<br />Mr. Eckert stated that he was asked to obtain an opInion from Robert Hoy, States Attorney,
<br />on whether it is possible for the zoo to lease this property at the Fairgrounds.
<br />
<br />Mr. Wieland felt that the information that would be expelled at a public hearing would be for
<br />the benefit of this Commission, and he moved that the Cass County Commission set a date for a
<br />public hearing contingent upon the opinion of the States Attorney. However, the Chairman asked
<br />that no action be taken until the States Attorney, makes a determination on leasing the property at
<br />the Fairgrounds. Mr. Wieland withdrew his motion, and Mr. Hoy stated that he will try to have an
<br />opinion for next week.

<br />Mr. Wieland reported that he received a proposal from the Council of the Arts in the amount of
<br />approximately $560.00 for an interpretive panel, frames, mats, graphics and non-glare glass for the
<br />enlarged photographs of the Courthouse Dome area paintings. They suggested placing the
<br />photographs on the east wall of the elevator on 2nd floor in the Courthouse, which would be at the
<br />top of the stairway as you enter the front door. They further suggested that the County arrange
<br />to have that wall painted a shade of brown as a background color for the paintings.

<br />Mr. Wieland moved and Mr. Eckert seconded to approve the expenditure up to $560.00 for the
<br />preparations for hainging the photographs of the Courthouse Dome paintings as recommended by the
<br />Council of the Arts. On roll call vote, the motion carried unanimously.

<br />Mr. Wieland moved and Mr. Eckert seconded to authorize the painting of the wall on the east
<br />side of ,the Courthouse elevator as recommended by the Council of the Arts. On roll call vote, the
<br />motion carried unanimously.

<br />Mr. Eckert moved and Mr. Larson seconded to approve the appointment of Della Hagen as
<br />Second Deputy Clerk of District Court, effective March 1,1984. On roll call vote, the motion
<br />carried unanimously.
