Discussion was held on combining the following voting precincts in the rural areas: Dows Township and Erie Township with Erie Village Ayr Township with the City of Ayr Amenia Township with the City of Amenia Berlin Township with the City of Argusville Tower Township with the City of Tower City Buffalo Township with the City of Buffalo Leonard Township with the City of Leonard Everest Township with the City of Casselton Mr. Larson moved and Mr. Sondrall seconded that the County Auditor be authorized to contact the above cities involved in combining voting precincts for their approval. On roll call vote, the motion carried unanimously. Mr. Wieland contacted the Riverside City Auditor concerning their request to appoint Mrs. Dennis Benson from the extra-territorial area on the Riverside Planning and Zoning Commission. There is only one person who lives within their one-half mile jurisdiction, but he does not wish to serve on the Planning and Zoning Commission. Mrs. Benson lives the closest without actually residing within the one-half mile jurisdiction. Mr. Wieland moved and Mr. Eckert seconded to appoint Mrs. Dennis (Alice) Benson to the Riverside Planning and Zoning Commission from the extra-territorial jurisdiction for a term to expire July 1, 1988, subject to an opinion from the States Attorney. Mr. Hoy ruled that the appointment would be legal under the circumstances. On roll call vote, the motion carried unanimously. A letter was received from the West Fargo Planning and Zoning Commission requesting the appointment 'of Marvin Witt from their extra-territorial jurisdiction, due to the resignation of Bernard Lisburg. Mr. Eckert moved and Mr. Larson seconded to appoint Marvin Witt to the West Fargo Planning and Zoning Commission from their extra-territorial jurisdiction for an unexpired term to end July 1, 1985. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mr. Wieland seconded to receive and file the letter from Nodak Mutual Insurance Company dated March 1, 1984, placing Cass County on formal notice that their company is the liability carrier on the Robert Hughes vehicle where four deaths resulted from carbon monoxide poisoning while the vehicle was stalled on 19th Avenue North in Fargo during the February 4th and 5th blizzard. On roll call vote, the motion carried unanimously. A copy was referred to the States Attorney. Mr. Larson moved and Mr. Wieland seconded that the County Auditor be authorized to pay the bill in the amount of $17,744.00 to Meinecke-Johnson Company for the Courthouse Tower Restoration and Roofing project; and that the Administrative Assistant and the County Auditor talk to the contractor and the Architect regarding clean-up of debris and nails from the driveway between the Courthouse and the Jail. On roll call vote, the motion carried unanimously. Mr. Eckert moved and Mr. Larson seconded to refer a questionnaire from the National Association of Counties to Scott Krueger for completion. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mr. Eckert seconded that Ordelle Brua, County Auditor, be authorized to hire one full-time employee to replace one who is resigning. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mr. Sondrall seconded that Tom Jensen, County Social Services Director, be authorized to hire staff replacement for one Clerk/Receptionist. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mr. Wieland seconded that Vouchers No. 41,282 through .No. 42,045 and Revenue Sharing Vouchers No. 389 through No. 392 be approved and ordered paid. On roll call vote, the motion carried unanimously. On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned.
