'I=....-'..,,,..C,~_.~_....~.~~~.._~....~.. ....~=::::.:.:.~..-,-::::== <br /> <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />G136 <br /> <br />JANUARY 10, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Discussion was held on the duties of the newly appointed Administrative Assistant, <br />Scott Krueger. The County Auditor informed the Commission that he will begin working <br />for Cass County on Monday, January 16, 1984, and a meeting will be held at 4:00 P.M. <br />that day to introduce him to the County department heads. The following duties were <br />suggested for him to begin working on: to" get ,acquainted with the County's departments <br />by gathering information for salary projections and interviewing department heads <br />and employees to get their job descriptions; to get acquainted immediately with the <br />County's group health insurance policy and have it placed on the County's computer <br />system since it appears that the Commission will go to the self-funding concept; <br />to update the Commission on their previous action to obtain a pedestrian-crossing <br />signal light on 10th Street between 2nd and 3rd Avenues; to become involved with the <br />County's buildings and grounds since he will be in the Courthouse every day; and to, <br />update the County's Personnel Policy Booklet. <br /> <br />Architect Richard Moorhead reported that the balance of the State Historical <br />Society matching grant funds which Cass County requested for the exterior masonry <br />cleaning and repairs is on a low priority listing for interior restoration. But he <br />stated that there is about $4,300.00 that would be available on a matching basis for <br />interior restoration of public corridors. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to apply for matching funds from the <br />State Historical Society for up to $4,300.00 for cleaning, painting and refurbishing <br />the public corridors in the Courthouse. On roll call vote, the motion carried unanimously. <br /> <br />The Commission encouraged Mr. Mporhead to move quickly on the plans for the proposed <br />South Addition to the Courthouse because there is a deadline of April 1st for getting <br />the issue on the election ballot. <br /> <br />Mr. Wieland reported that the District Court Judges are satisfied with the sound- <br />proofing of the back wall in the new District Court Room. There is still a noise <br />factor and accoustical problem in the County Court Room, and the Architect will discuss <br />it again with the County Court Judges. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded to accept the one bid received on <br />January 3, 1984, from the Knight Printing Company for Primary, General and Special <br />Election supplies for the years 1984 and 1985. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Larson reported on the meeting yesterday with Dan Martinsen, Insurance Consultant, <br />on the County's group health insurance. Jim Thoreson and Linda Brooks were present <br />from the Employees Committee. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to accept the Blue Cross-Blue Shield <br />modified self-insurance bid for the $100.00 comprehensive major medical plan, with <br />the County employees' contribution remaining the same as for 1984 at the rate of $2.00 <br />per month on the single policy, $4.00 per month on the single with dependents and <br />$15.00 per month on the family policy. On roll call vote, the motion carried unanimously. <br />This plan will be retroactive to January 1, 1984. <br /> <br />Mr. Larson moved and Mr. ~ieland seconded to include endorsements on the County's <br />group health insurance plan for diagnostic and laboratory services, blood services <br />and member hospital. On roll call vote, the motion car:cied unanimously. <br /> <br />Several other decisions need to be made in regard to the County's group health <br />insurance policy under the newly adopted modified self-insurance program. Mr. Wieland <br />suggested having Dan Martinsen prepare all of these items in writing for the Commission <br />to act on at the next meeting. <br /> <br />I Mr. Larson suggested scheduling a meeting in the next 10 days between Dan Martinsen, <br />the Commission and the County employees to explain the entire health insurance plan. <br />A new booklet will be prepared by Blue Cross-Blue Shield identifying the coverage. <br /> <br />A letter was received from Attorney John Schneider regarding the Sheriff Deputies' <br />I Union Contract for 1984. Mr. Eckert stated that some of the items do not correspond <br />with the County's Personnel Policy. Mr. Larson moved and Mr. Sondrall seconded that <br />I' a copy of the Sheriff Deputies' Union Contract be referred to Bob Hoy, States Attorney, <br />to determine if the County's Personnel Policy can supersede the union contract in <br />the areas where there is a conflict.
