Motion carried. <br /> <br />Mr. Dick Barry! Mr. Richard Barry appeared before the Board to present his plan for saving jobs <br />presented a plan! to decrease unemployment in the nation. He stated that it would take special legislation <br />for saving jobs ! on the part of the state governments throughout the United States, but he is proposing <br />by using unemplo~that a company would pay their employees for four days of the week and the fifth day <br />ment one day per: would be covered by unemployment compensation. He stated that his plan could save <br />week i one million to two million jobs .by way of.helping some businesses from going into <br />i bankruptcy and thus having their employees on full unemployment benefits. D'_~~1!1 <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MAY 4, 1982 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members were present. <br /> <br />An Invocation was given by the Chairman. <br /> <br />The Auditor read an application for a 1982 liquor license for Charles K. Olson <br />of Davenport, and also a letter from the Warren Township Board of Supervisors <br />granting their approval for said liquor license. Mr. Larson moved and Mrs. Stanton <br />seconded to issue a 1982 County Liquor License to Charles K. Olson for the Warren Tavern <br />in Warren Township. On roll call vote, the motion carried unanimously. <br /> <br />The Auditor read a letter from the Public Service Commission regarding abandonement <br />of the 6 miles of trackage between Casselton and Amenia by the Burlington Northern <br />Railroad Company. Mr. Eckert stated that this change would affect the Amenia Elevator <br />which uses this track to reach their loading station at Casselton, but the <br />Amenia Elevator is closed at this time and it is not known if it will be sold or <br />if the same company will open it again. The States Attorney suggested sending copies <br />of the correspondence to the cities of Casselton and Amenia and the elevator owners <br />suggesting that they inform the County Commission by next Tuesday if they have any <br />comments they would like the County to pass along. <br /> <br />Mr. Eckert moved and Mr. Hendrickson seconded to grant a permit to the NDSU <br />Burgum Hall to hold a publiC dance on May 15, 1982, at the Commercial Building, <br />Red River Valley Fairgrounds. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Hendrickson stated that he and Mr. Eckert met with representatives of the <br />Held Beef Industry Company at West Fargo regarding improvements to their driveway <br />where they dispose of their factory wastes.' Mr. Eckert felt that they need to be <br />informed that the County urges them to distribute the wastes in a more orderly manner <br />than it is at present, and Mr. Hendrickson suggested some definite restrictions that the <br />company use the west approach in the spring of the year and in wet conditions. <br />Mr. Hendrickson moved and Mr. Larson seconded that the County Road Department make <br />improvements to the approach at Held Beef Industry by compacting the dirt and graveling. <br />On roll call vote, the motion carried unanimously. <br /> <br />Architect Richard Moorhead appeared before the Board with cost estimates of <br />$420.00 for storage space for the County Court Reporter and $220.00 for increasing the <br />storage space for the Judge under the County Court Judge's bench. The Commission stated <br />that they have no objection to the work being done, but they feel the cost is excessive. <br />Mr. Hendrickson moved and Mr. Eckert seconded to approve the construction of storage <br />space under,the County Court Judge's Bench, the work to be done on a time and materials <br />basis not to exceed $640.00. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Hendrickson brought up the matter of parallel parking along the west side <br />of the Courthouse Addition which was approved by the Commission last week rather than <br />the present angle parking. Mr. Hendrickson moved and Mr. Larson seconded to eliminate <br />parking altogether on the west side of the Courthouse Addition. Further discussion <br />followed after which Mr. Hendrickson withdrew his motion and Mr. Larson withdrew <br />his second on the above motion. <br /> <br />Mr. Hendrickson moved and Mr. Larson seconded to rescind the Board's motion <br />of April 27, 1982, changing the parking procedure from angle to parallel parking <br />on the west side of the Courthouse Addition. Motion carried unanimously. <br /> <br />Mr. Hendrickson moved and Mr. Larson seconded that parking be eliminated on the <br />west side of the Courthouse Addition except that two handicapped parallel parking spots <br />be made. On roll call vote, the motion carried unanimously. <br />
