PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA Mr. Larson moved and Mr. Eckert seconded that the Cass County Commission pass a reqolution requesting the State Department of Human Social Services to transfer 10% of administrative funds from the Low Income Energy Assistance money into the Social Services Block Grant, which will assist the county social service boards in maintaining specific programs. On roll call vote, the motion carried unanimously. Mr. Eckert moved and Mrs. Stanton seconded ,to complete the unexpired term of Milton Holmen and also to a new five year term to expire July !carried unanimously. to appoint Mr. John Heuer of Leonard on the Cass County Housing Authority 1, 1987. On roll call vote, the motion Mr. Larson moved and Mrs. Stanton seconded to rec-eive and file the following Officer's Reports for March: On roll call vote, the motion carried unanimously. Clerk of Court County Court Register of Deeds Sheriff $ 3,727.25 $14,637.95 $ 9,013.00 $ 4,681.83 The Board again discussed payment of the bill for an oil furnace at the County Shop in the amount of $1,600.00. Mr. Hendrickson stated that the County Commission approved an expenditure of $1,200.00 on the date of April 8, 1981. Mr. Larson suggested the installation of this type of furnace, and he stated that a unit could have been purchased for $1,000.00 but the unit that was installed generates about twice as many Btu-'s. ,He suggested discussing the matter again with the County Road Superintendent next week, 'and the matter was placed on the agenda. Mrs. Wold asked that a policy be written into the new Proposed Policy Schedule stating that no County Commissioner-shall make a decision involving the Board without bringing it to the attention of the entire Board of Cass County Commissioners. Mr. Eckert moved and Mrs. Stanton seconded to approve the application for a permit to hold a raffle by the Hickson Women's Softball Association on the date of April 28, 1982, at the Knickerbocker Liquor Locker in Hickson. On roll call vote, the motion carried unanimously. . The Auditor read a letter of application for a special permit for the Fargo Elks Club to sell and serve alcoholic beverages on the date of June 12, 1982, at the Andrews Farm in Raymond Township. The States Attorney reported that the State statute allows an alcoholic beverage licensee to apply to the County Commission to hold a public event and transfer their license to a location in the County outside any city limits, and he suggested that the application be referred to the Sheriff's Office because they will need to make arrangements for police patrol. Mrs. Stanton moved and Mr. Larson seconded that the County Commission advertise for bids for cleaning services in the Courthouse and the Annex, to be effective on July 1, 1982. The motion carried unanimously on roll call vote with four members present, Mrs. Wold having left. Committee reports were given. The Board postponed further discussion on the proposed Policy Schedule until a full Board is present. On motion by Mrs. Stanton and seconded by Mr. Hendrickson, the meeting was adjourned. REGULAR MEETING OF CASS COUNTY COMMISSIONERS APRIL 20, 1982 Chairman Wold called the meeting to order and upon roll call, all members ,were present. Mrs. Stanton moved and Mr. Hendrickson seconded that the minutes of the previous meeting be approved as written. Motion carried. Mr. Hendrickson moved and Mr. Larson seconded to approve the utility permit for Cass County Electric to bury cable on County Road 6 in the SE~ of Section 10, Walburg Township.
