H7o, 2211iit!t- <br /> <br />The County Road Superintendent reported on proposed bridge replacement between <br />Sections 9-16, Pleasant Township. He is proposing that a pipe arch be installed <br />in place of the bridge, and the Houston Engineering Company did the hydraulics study <br />to determine the size of culvert that would be necessary. Mr. Hendrickson moved and <br />i Mrs. Stanton seconded to authorize the County Road Department to replace the bridge <br />i between Sections 9-16, Pleasant Township, with a pipe arch of the size recommended by <br />, Houston Engineering and the County Road Superintendent. On roll call vote, the motion <br />carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the County Road Superintendent <br />be authorized to purchase a new or a used trailer for hauling the backhoe and for <br />transporting bridge planks, culverts, etc. at a cost of approximately $6,500.00. <br />On roll call vote, the motion carried unanimously. <br /> <br />The board continued discussion on the bill submitted by Roggeusack Insulation and <br />Solar Systems, Inc. for a furnace at the County Shop to burn waste oil. Mr. Al Roggensack <br />appeared before the Board to explain that the smaller unit which was first considered <br />was thought to be the only unit available but he stated that it would not have done a <br />I very efficient job in the area there is to heat. Therefore, a larger unit was ordered, <br />I but the entire Board of County Commissioners was not consulted on the additional expense. <br />i <br />Mrs. Stanton stated that the point was made last week that one Commissioner <br />should not take it upon himself to authorize an expenditure in excess of what the entire <br />Board authorized, and the decision today should be whether to authorize the additional <br />expense on the larger furnace. Mr. Eckert asked what the installation cost will be, <br />and Mr. Grindberg estimated that it would be $200.00. <br /> <br />Mrs. Stanton moved and Mr. Eckert seconded to authorize the additional expenditure <br />of $400.00 for the waste oil furnace at the County Shop, plus the cost of installation. <br />The motion carried on roll call vote with four members voting "Aye", Mr. Hendrickson <br />opposing because of the principle involved. <br /> <br />Mr. Don Halmrast appeared before the Board to comment on complaints he received <br />on his company's cleaning services at the Courthouse and the Annex. He stated that <br />he is making a change in his cleaning personnel and if there have been problems, <br />he feels they are being corrected. <br /> <br />Deanna Kensrud, Register of Deeds, proposed the names of Duane Hoehn, Ruth Hellem, <br />Don Eckert and herself to form a committee to stludy microfilming processes'. <br />Mr. Hendrickson moved and Mr. Eckert seconded that the above committee be appointed <br />by the County Commission to study microfilming of County records. Mrs. Stanton amended <br />the motion to read that these committee meetings be placed on the Commissioners's agendas <br />so that all Commissioners would be free to attend and to voice their opinions. <br />The amended motion was seconded by Mr. Larson and carried on roll call vote with <br />Mr. Hendrickson opposing. At the call of the question on the motion appointing the <br />committee members as stated, the motion carried unanimously. <br /> <br />A committee will be meeting in the Auditor's Office on April 22nd to further <br />discuss plans for the Courthouse Open House on May 7th. <br /> <br />Regarding the request received last week by the Fargo Elks Club, the States Attorney <br />reported that they are not required to have the Sheriff's Department in attendance. <br />Mr. Larson moved and Mr. Eckert seconded to grant a special perm~t to the Fargo Elks Club <br />to sell and serve alcoholic beverages on the date of June 12, 1982, at the Andrews Farm <br />in Raymond Township. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to grant a Dance Permit to NDSU West Hi Rise' <br />for a public dance at the Commercial Building, Red River Valley Fairgrounds, on the date <br />of April 30, 1982. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to grant a Dance Permit to the West Fargo <br />Police Association for a public dance at the Commercial Building, Red River Valley <br />Fairgrounds, on the date of April 23, 1982. On roll call vote, the motion carried <br />unanimously. <br /> <br />On motion by Mr. Eckert and seconded by Mr. Larson, the meeting was adjourned. <br />
