ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS FEBRUARY 25, 1981 Chairman Hendrickson called the meeting to order and four members were present, Mrs. Stanton being absent. Mrs. Wold moved and Mr. Larson seconded that the minutes of the previous meeting be approved as written. Motion carried. Mr. Larson moved and Mrs. Wold seconded that the Commission grant approval for out of state travel for an employee of the County Social Services Department. On roll call vote, the motion carried unanimously. Mrs. Wold moved and Mr. Larson seconded that the following Monthly Reports for January be received and filed: On roll call vote, the motion carried unanimously. North Cass Water Management District Rush River Water Management District Maple River Water Management District Southeast Cass Water Management District Cass County Veterans Service Discussion was held with Larry Stern, Assistant States Attorney, on the proposed regional airport authority. Mr. Stern stated that Section 2-06-15 of the North Dakota Century Code appears very clear that if a city or park already has an airport levy, the County cannot levy additional mills for a regional authority. The Board questioned whether this would apply to the townships also, and they requested Mr. Stern to ask for an Attorney General's opinion. The Board suggested that he contact Fargo City Attorney, Gary Stewart, regarding any other questions that have come up during previous meetings which he has attended that need to be clarified by the Attorney General. Mrs. Wold moved and Mr. Larson seconded that the Auditor be authorized to pay Estimate #2 to R & 0 Elevator Company in the amount of $22,050.00 for construction of the elevator shaft in the Courthouse Addition. On roll call vote, the motion carried unanimously. The Commission received copies of the attendance records of the Cass County Housing Authority. The Board requested the Auditor to write a letter to each of the members on that committee to see if they would be able to continue serving on the Housing Authority Board in a more active capacity. Bid opening was held at 10:00 A.M. for the Road Department yearly supplies. The following bids were received for metal culverts: Fargo Culvert Company H. V. Johnston Culvert Company Westeel, Inc. Basin Steel, Inc. The following bid was received for structural and reinforcing steel: Fargo Tank The following bids were received for bridge material: Basin Steel, Inc. Wheeler Division - St. Regis Paper Company The following bids were received for ready-mix concrete: Ames Sand and Gravel Wm. Collins, Inc. Mr. Eckert moved and Mrs. Wold seconded that the bid from F-M Ready Mix, Inc. for ready-mix concrete be disqualified and returned unopened because it did not contain a bid bond attached to the bid in a separate envelope as required by State law. The motion carried on a roll call vote with Mrs. Wold, Mr. Eckert and Mr. Hendrickson voting "Aye", Mr. Larson being absent and not voting.
